In the interpretation and application of the provisions of this chapter, these provisions shall be held to be minimum requirements, adopted for the promotion of the public health, safety, and the general welfare. Whenever the requirements of this Title are at variance with the requirements of other lawfully adopted rules, regulations, or ordinances, the most restrictive, or that imposing the higher standards shall govern. These regulations are not intended to nullify any easement, covenant, or any other private agreement or restriction. If the provisions of this Title impose a greater restriction than imposed by a private agreement, the provisions of this Title will control. If the provisions of a private agreement impose a greater restriction than this chapter, the provisions of the private agreement will control. The City shall not be responsible for monitoring or enforcing private agreements.
