It is further the intent of this ordinance that the duties of the county commission shall be to adopt or reject proposed amendments to this ordinance as detailed in section 14. Matters of non-enforcement of this ordinance may be brought to the county commission's attention by aggrieved parties only after the aggrieved party has followed the complaint procedure outlined in section 12-8. Corrections to problems of non-enforcement shall be handled by the board of commissioners. Recourse from all decisions of the county commission shall be to the courts as provided by law.
