ARTICLE XII

C-2 General Business Districts

§ 480-79 Purpose.

The C-2 General Business Districts are designed to provide opportunities for neighborhood commercial uses of the type, which primarily serve the needs surrounding residential areas. These districts are intended to have access to a major road and to be comparable with adjoining noncommercial uses and districts.

§ 480-80 Use regulations.

A building may be erected, altered or used and land may be used, for any of the following purposes and no other:
A. 
Permitted principal uses.
(1) 
Retail store, office or office buildings, post office, bank or other financial institution.
(2) 
Restaurant.
(3) 
Beauty shop or barbershop.
(4) 
Jewelry, radio, television, refrigerator or similar appliance shop, including service and repairs.
(5) 
Newspaper or job printing shops employing not more than seven persons.
(6) 
Municipal building.

(7) 
Commercial recreational facility for fitness, racquetball, squash, swimming and like activities.

B. 
Accessory uses to permitted principal uses.
(1) 
Uses on the same lot which are customarily incidental to the principal use.
(2) 
Parking in accordance with Article XVIII of this chapter.
(3) 
Signs in accordance with Article XVII of this chapter.
(4) 
Specifically permitted accessory uses include storage, within a completely enclosed building or in an area not visible from an adjoining street of residential use, which storage is customarily incidental to the principal use of the lot.
C. 
Uses permitted by special exception.
(1) 
Motel, hotel or inn.
(2) 
Laundry, dry-cleaning, dyeing or clothes-pressing establishment, provided that nonflammable solvents are used in the cleaning process and that the process shall be free from obnoxious odors, fire and explosion.
(3) 
Personal service or custom shop other than a use permitted in this section.
(4) 
Automobile agency franchised by a recognized automobile manufacturer, provided that used automobile sales and service is limited to accessory use to new automobile sales.
(5) 
Places of amusement.
(6) 
Children and/or adult day-care centers.
(7) 
Mortuary, funeral establishment.
(8) 
Animal hospital and veterinary clinic of office, provided that all kennels are completely enclosed within a building.
(9) 
Automobile auctions, gas stations, auto body repair and car wash operations.
(10) 
Motor vehicle service stations and gas stations.

D. 
Uses permitted as conditional uses. In addition to the uses permitted by right, the following uses shall be permitted as a conditional use when approved by the Board of Supervisors:

(1) 
Retail store designed primarily to provide daily service to residents of the immediately surrounding area and with a gross floor area not in excess of 10,000 square feet.
(2) 
Personal service shop, such as barbershop, beautician, or clothes cleaning and pressing pick-up point, but not including laundry, dry cleaning or clothes pressing establishment.
(3) 
Retail service shop, such as a bakery, ice cream or similar shop, custom tailoring or millinery shop, clock, watch, or jewelry shop, or household appliance repair shop provided that:
(a) 
Any processing activity shall be not less than 15 feet from the front of the building and shall be screened by a wall or partition from the front portion of the building used by customers; and
(b) 
Any article made shall be sold at retail from the premises; and
(c) 
The area devoted to processing shall constitute not more than 30% of the gross floor area.
(4) 
Office or studio.
(5) 
Bank or similar financial institution.
(6) 
An automatic self-service laundry.
(7) 
Accessory use on the same lot and customarily incidental to the uses set forth in Subsection D(1) throught (6) above.
(8) 
Computer/software store, including sales and repairs.
(9) 
General service or contractor's shops, lumber, millwork, carpenter, cabinet-making, furniture repair, electrical, plumbing or similar shops.
(10) 
Medical office or clinic.
(11) 
Self-storage facility.
(12) 
Animal hospital or veterinary clinic or office.

§ 480-81 Area and bulk regulations.

A. 
Permitted principal uses.
(1) 
Minimum lot area: one acre for each principal permitted building.
(2) 
Minimum lot width at the building line: 100 feet.
(3) 
Minimum lot width at street line [frontage]: 100 feet.
(4) 
Maximum impervious surface area: 65%.
(5) 
Maximum building coverage: 30%.
(6) 
Minimum depth of front yard: 75 feet.

(7) 
Minimum depth of rear yard: 30 feet. In the event such rear yard abuts a property designated to be in any residential zoning district the minimum rear yard depth shall be 75 feet.

Minimum aggregate width of side yards: 60 feet.

Minimum width of each individual side yard: 25 feet.

B. 
Special exceptions and condidtional uses.

(1) 
Minimum lot area: two acres for each principal permitted building.
(2) 
Minimum lot width at the building line: 150 feet.
(3) 
Minimum lot width at street line: 150 feet.
(4) 
Maximum impervious surface area: 50%.
(5) 
Maximum building coverage: 20%.
(6) 
Minimum depth of front and rear yard: 75 feet.

Maximum building height: 35 feet.

(8) 
Minimum width of each individual side yard: 40 feet.
(9) 
Minimum yard abutting the street on a corner lot: 100 feet.
C. 
Special design and development requirements.
(1) 
Access. Any lot area used for off-street parking or for the storage or movement of motor vehicles shall, except for the necessary accessway, be separated from the street or highway by a raised curb, planting strip, wall or other suitable barrier against unchanneled motor vehicle entrance or exit. The layout of any such parking lot or area shall be designed in such a manner as to prohibit vehicles from backing out onto the street, and the capacity and arrangement of the lot shall be adequate for all related uses and sufficient to prevent the backup of vehicles on a street while awaiting entry on the lot.
(2) 
Outdoor lighting. All driveways, parking areas and vehicle maneuvering areas shall be adequately illuminated, and all exterior or outdoor lighting shall be arranged in such a manner so as to protect adjoining property and traffic from any glare of hazardous interference of any kind. All such lighting shall be equipped with glare-shielding devices and not be more than 20 feet high.
(3) 
Buffering. Along each property line which directly abuts any residential district, a buffer yard not less than 75 feet in width shall be provided. The buffer yard shall contain landscape plantings in according with § 480-150. In the event the property abuts any zoning district designation other than Commercial, a buffer yard of not less than 30 feet in width, of which not less than 15 feet shall be landscaped, shall be provided, installed and maintained.

(4) 
Rubbish. All trash and rubbish storage areas shall be screened from public view and from view of any surrounding uses. The screening of such storage areas shall be shown on the landscaping plan. The proposed methods for storing and removing trash and rubbish shall be noted on plans submitted for approval.
(5) 
Public water and public sewer. All development in the C-2 District shall be served by public water and public sewer.
