No building hereafter erected or structurally altered shall be used, occupied, or changed in use until a certificate of occupancy has been issued by the City of Beverly Hills, stating that the building or proposed use of a building or premises complies with the building code and the provisions of these regulations. A change in use shall be construed to mean any change in the occupancy or type of business.

The provisions of this ordinance shall be administered and enforced by the City of Beverly Hills or persons designated by the city manager. All applications for building permits shall be accompanied by a plat in duplicate, drawn to scale, showing the actual dimensions of the lot to be built upon, the size of the building to be erected, the use of the property, and such other information as may be necessary to provide for the enforcement of these regulations. A careful record of such applications and plats shall be kept in the office of the City of Beverly Hills.
