To guide the future development of the Borough in a manner which represents the most reasonable use of the land.

To protect the character and social and economic stability of the Borough.

To provide for an adequate supply of safe, decent housing for all residents of the Borough, and to prevent future blight.

To provide for residential, commercial, industrial and recreational use in a manner beneficial to the Borough and its citizens.

To eliminate conflicting land uses harmful to the residents or the proper functioning of the Borough.
