The provisions of this chapter shall be interpreted in a manner which gives the words set forth therein their plain, ordinary, and popular meaning and avoids unnecessary conflicts of law. In case of conflict between this chapter or any part thereof, and the whole or part of any existing or future ordinance of the town, the most restrictive shall in all cases apply and the conflicting provision(s) of any prior ordinances of the Town of Briarcliffe Acres shall not be deemed to be impliedly repealed.

If any section, clause, provision, or portion of this chapter or the application of such provision to any person or circumstance, is held to be invalid or unconstitutional by a final order of a court of competent jurisdiction, such holding shall not affect the remaining provisions of this chapter and the application of such provisions to any person or circumstance shall not be affected thereby and such remaining provisions of this chapter shall remain in full force and effect.
