The following chart lists types of residential land uses and those permitted by right and those permitted with a special use permit by the process prescribed in division 14. Unless otherwise allowed by this article, any uses not listed are prohibited. Accessory uses not listed and as defined in division 18 are permitted in every district subject to the standards in section 50-134. For all non-residential districts in the land use matrix, if a use is not found in the charts above, a similar use may be permitted if, in the opinion of the planning commission, the use is similar in character to those listed as permitted by right and will not be detrimental to the district in which it is located or to adjacent properties, and subject to such conditions and safeguards as may be required by the planning commission.
(b)
The planning commission may also make a determination that a proposed use not found in the charts above is similar in nature to a use or uses listed as allowed by special use permit and therefore could be allowed through the special use permit process.

(a)
For all non-residential districts in the land use matrix, if a use is not found in the charts above, a similar use may be permitted if, in the opinion of the planning commission, the use is similar in character to those listed as permitted by right and will not be detrimental to the district in which it is located or to adjacent properties, and subject to such conditions and safeguards as may be required by the planning commission.
(b)
The planning commission may also make a determination that a proposed use not found in the charts above is similar in nature to a use or uses listed as allowed by special use permit and therefore could be allowed through the special use permit process.
