Whenever a proposed development requires approval of a subdivision, site plan or conditional use, but not a use variance (N.J.S.A. 40:55D-70d), the Planning Board shall have the power to grant to the same extent and subject to the same restrictions as the Board of Adjustment:
(1) Variances from the strict application of the zoning standards of Article
XV, as provided under N.J.S.A. 40:55D-70c.
(2) Direction for issuance of a permit to construct in the bed of a street, drainageway, flood control basin or public area shown on the Official Map pursuant to N.J.S.A. 40:55D-34 and reserved under Article
VI.
(3) Direction for issuance of a permit to construct a building or structure not related to a street, as provided under N.J.S.A. 40:55D-36.
