For all new developments, such as housing tracts, commercial and industrial developments, churches, government and quasi-government projects, and institutional developments, fences, walls, and screening must be approved as part of the required review process including a specific plan (SP), development plan review (DPR), or a conditional use permit (CUP). If fencing or screening was not approved as part of the original review of the SP, DPR, CUP, or other review process, but is contemplated after the fact, a modification of the original review is required unless specifically stated in the approvals that walls and fencing can be reviewed separately.
