Such regulations, restrictions, and boundaries as are provided for in this chapter may be amended, supplemented, changed, modified or repealed; the restrictions on amendments made available to protesting property owners by KRS 100.540 are made a part of this chapter.

   A public hearing shall be held by the City Council before the adoption of any proposed amendment, supplement or change to this chapter. The time and place of the public hearing shall be published in the manner prescribed in the state statutes for public hearings of this type.

   No amendment, supplement or change to this chapter shall become effective unless it is first submitted to and approved by the Planning Commission, or if disapproved, shall receive a majority vote of the entire membership of the City Council. The Planning Commission shall have 30 days in which to submit its report. If the Planning Commission fails to submit a report within the 30-day period, it shall be deemed to have approved the proposed amendment.
