CHAPTER 92

UNIFORM ADDRESSING REGULATIONS

§ 92.01 PURPOSE AND INTENT.

   The purpose and intent of this chapter is to provide a uniform system of street addresses for all properties and buildings throughout the town in order to facilitate provision of adequate public safety and emergency response services and to minimize difficulty in locating properties and buildings for public service agencies and the general public.

§ 92.02 DEFINITIONS.

   (A)   The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
      ADDRESS COORDINATOR. The official designated by the Town Administrator charged with the administration of this chapter, including their authorized agent or delegate.
      BUILDING. A structure having a roof supported by columns or walls for the shelter, support or enclosure of persons, animals, chattels or equipment. When separated by division walls from the ground up without openings, each portion of such building may be deemed a separate building. For the purpose of this chapter, the term BUILDING may also include other man-made structures.
      DRIVEWAYS. A private way, beginning at the property line of a lot abutting a public road, private road, easement or private right-of-way, giving access from that public road, recorded easement, recorded private road or right-of-way, and leading to a building, use or structure on that lot. A driveway may not serve more than a single lot unless it runs along a lot line shared by more than one lot or otherwise an access easement is in place for ingress/egress.
      ROAD ADDRESS. The combination of numbers and road names assigned by the town and the county which uniquely identifies a particular building or lot.
      STREET. A public or private one-way or two-way road for ingress and/or egress. Such street may be of various types including highways, frontage roads, rear access roads, streets with cul-de-sacs, and dead-end streets. This definition includes secondary roads, but does not include driveways.
   (B)   Except as specifically set forth in this chapter, the definitions in Chapter 91, and definitions of the town subdivision regulations shall govern the meaning of words and phrases in this chapter.

§ 92.04 ADMINISTRATION.

   The Address Coordinator will be responsible for the interpretation and administration of this chapter within the territorial jurisdiction of the town, including:
   (A)   Assigning all new street names;
   (B)   Assigning all numbers for properties and buildings;
   (C)   Maintaining address records of each property and building;
   (D)   Changing of existing addresses when necessary to facilitate sequential house numbers along a street;
   (E)   Designating individual unit addresses within the multiple housing units in conformity with this chapter;
   (F)   Coordinating with public safety personnel to assist the public in complying with the requirements of this chapter; and
   (G)   Resolving disputes arising out of numbering or naming with other public service agencies.

§ 92.05 STREET NAMES.

   (A)   (1)   The street names listed in the master file of the county Planning, Zoning and Building Inspection Department are hereby declared the official names of these roads, unless changed by action of the governing body having jurisdiction.
      (2)   The Address Coordinator is hereby authorized to determine the need for road name changes and to recommend such changes to the Town Administrator for further consideration.
   (B)   All streets in the town shall be identified by a sign showing the official name and at the discretion of the Director of Public Works, block numbers. These street signs shall be placed at all intersections and shall identify both intersecting streets.
   (C)   All subdivisions or developments which have new public or private streets, roads, or vehicular access drives that have an assigned name as recorded in the county E-911 ledger system shall have standard street signs installed by the town. Such street signs shall comply with the Manual on Uniform Traffic Control Devices, published by the U.S. Department of Transportation, Federal Highway Administration. Actual installation of street signs shall be the responsibility of the town. The developer shall reimburse the town for the full cost of initial installation of these signs. Maintenance and replacement of such signs shall be the responsibility of the town. These provisions shall also apply to intersecting private streets, roads or vehicular access drives that have an assigned name as recorded in the county E-911 ledger system.
   (D)   Single-family dwellings shall be prohibited from obtaining an assigned street name as recorded in the county E-911 ledger system for a non-dedicated private street, road or vehicular access drive.

§ 92.06 STREET NUMBERING.

   The methodology used to determine the assignment of house and building address numbers shall be:
   (A)   Directionality of the road of origin used to determine "right" and "left" shall be determined as North and East shall be "right" and South and West shall be "left".
   (B)   Addresses shall be assigned sequentially in planned unit developments where further subdivision is not possible. For developments under construction at the passage of this chapter, the spacing of address numbers shall continue as much as practicable as determined by the Address Coordinator. The Address Coordinator shall have the right to authorize and approve alternate methods of addressing which meet the intent of this chapter when strict adherence to these standards cannot be reasonably met.
   (C)   The range of addresses shall begin with the lowest number in the range being closest to the street of origin with the numbers increasing as the distance from the street of origin increases.
   (D)   For all new streets, addresses shall be assigned along streets with odd numbers on the left and even numbers on the right.
   (E)   All dead-end streets shall begin numbers at the open end, no matter which compass direction they follow.
   (F)   Each block shall begin a new series, for example, 101, 201, 301.

§ 92.07 DISPLAY OF ADDRESS NUMBERS.

   (A)   Street address numbers shall be clearly displayed in accordance with U.S. postal requirements so that the location can be identified easily from the street.
      (1)   The official address number shall be displayed on the front of a building, or at the entrance to a building, whichever is most clearly visible from the street or road during day and night.
      (2)   If a building is more than 100 feet from any road, the address number shall be displayed within a three-foot perimeter at the end of the driveway or easement nearest the road which provides access to the building.
      (3)   Numerals indicating the address number of a single-family dwelling shall be at least three inches in height and shall be posted and maintained so as to be legible from the road.
      (4)   Numerals for multiple dwelling units and nonresidential buildings shall be at least six inches in height and shall be placed on the front of the building facing the road or at the end of the building nearest the road.
      (5)   Mobile home lots shall have sequential address numbers throughout the park. Each lot shall have a separate address number assigned. The address number of each lot shall be clearly displayed on the lot so as to be legible from the road, or it may be mounted on the mobile home unit provided that it is removed if the home is transported to a new location.
      (6)   Numerals shall be of contrasting color to the background.
   (B)   The Address Coordinator shall have the right to authorize and approve alternate methods of displaying house numbers which meet the intent of this chapter when strict adherence to these standards cannot be reasonably met.
   (C)   In addition to the civil penalties provided for in this chapter, a violation of this section shall be a misdemeanor punishable by a fine not to exceed $50 as provided for in G.S. § 14-4.

§ 92.08 ENFORCEMENT.

   (A)   No building permit shall be issued until an official house number has been assigned for a lot. The record plat of any subdivision shall show the address for each lot created and/or recorded.
   (B)   No certificate of occupancy shall be issued by the Inspection Division until such street address numbers are properly displayed.
   (C)   This chapter may be enforced pursuant to § 10.08 of this code or ordinances as amended.
