Fees

§ 160-42 General provisions.

The developer shall, at the time of filing a submission, pay the following nonrefundable fees to the Borough of Carteret by certified check or bank money order. Proposals involving more than one use shall pay a fee equal to the sum of the fee for each element.

§ 160-43 Subdivision fees.

A. 
Direct Board fees for subdivisions shall be as follows:

Major subdivision: $2,000/proposed lot.

Site plan approval: $2,500.

Appeals: $250/lot.

Bulk variance: $250/variance.

Use variance, residential: $500/lot.

§ 160-44 Site plan fees.

Fees for site plans shall be as follows:
A. 
Each sketch plat or revision: $25.
B. 
Preliminary site plan:
(1) 
Residential: $10 per unit.
(2) 
Commercial/industrial: $10 per acre or $10 per 1,000 square feet of gross floor area, whichever is greater.
C. 
Final site plan: $50 for each site plan submission.
D. 
Performance guaranties, inspection fees and maintenance guaranties shall be in addition to these filing fees and shall be as outlined in Article XI.

§ 160-45 Variances.

Fees for variance procedures shall be as follows:
A. 
To hear and decide appeals: $50.
B. 
Interpretation of Zoning Map: $100.
C. 
Bulk variances: $100.
D. 
Use variances:
(1) 
Residential: $50 per dwelling unit.
(2) 
Other uses: $150 per acre.
E. 
Building permit in conflict with Official Map or building permit for a lot not related to a street: $50.
F. 
Conditional use: $50.
G. 
Extension of approval: $150.
H. 
Interpretation of ordinance: $100 per ordinance.

§ 160-46 Zoning permits.

A. 
Fees for zoning permits shall be determined as follows:

Residential: $10 per $1,000 worth of work.
(2) 
Commercial: $15 per $1,000 worth of work.
(3) 
Industrial: $25 per $1,000 worth of work.
(4) 
Minimum fee for all uses: $25.
(5) 
All Board-approved cases: no fee.
B. 
Fence fees.

(1) 
Residential zones: $50.
(2) 
Commercial zones: $100.
(3) 
Industrial/other zones: $200.
C. 
Shed fee. Sheds in all zones 100 square feet or less and height of 10 feet or less: $50.

Minimum fee. The minimum fee under Subsection A of this section shall be $10.

§ 160-46.1 Minimum escrow fees.

A. 
Engineering fees for professional services shall be:

Minor subdivision: $350, plus $100 per lot.
(2) 
Major subdivision (or minor subdivision where extension of municipal utilities is involved): $500, plus:
(a) 
One to 10 lots: $175 per lot.
(b) 
Eleven to 20 lots: $165 per lot.
(c) 
Twenty-one or more lots: $150 per lot.
(3) 
Site plan: $900, plus $200 per acre or part thereof.
(4) 
Minimum escrow fees for construction inspection of site improvements (other than buildings): 5% of construction costs of improvements.
(5) 
Extension of approval: $250.

B. 
Construction inspection fees of site improvements (other than building) shall be:

Five percent of construction cost of improvements.

Attorneys' fees for professional services shall be:

(2) 
Major subdivision: $675 per lot.

Site plan: $550 per acre or any part thereof.
(4) 
Variance, residential: $250 per lot; all other uses: $450 per lot.

Major subdivision (or minor subdivision where extension of municipal utilities is involved): $350, plus:
(a) 
One to 10 lots: $150 per lot.

Eleven to 20 lots: $125 per lot.
(c) 
Twenty-one or more lots: $100 per lot.
(3) 
Site plan: $500, plus $100 per acre or part thereof.
(4) 
Minimum escrow fees for construction inspection of sewer improvements: 5% of construction cost of sewer improvements.

§ 160-46.2 Special meeting.

A. 
An applicant shall pay all fees for a special meeting to the respective board prior to a meeting being scheduled. The fees shall be as follows:
(1) 
Board fee: $100.
(2) 
Zoning Officer: $150.
(3) 
Board Clerk: $150.
(4) 
Board Engineer: $500.
(5) 
Board Attorney: $150.
B. 
In addition to above listed fees, the applicant shall bear the cost of such other expert witnesses for technical support that the Board or its staff deem necessary to properly consider the application.
