In granting the approval of a system, conditions may be imposed which are necessary and desirable to carry out the purposes of this code and which are consistent with the policies, principles, regulations, criteria, and standards applied to other properties, uses, and developments in similar circumstances. Further, in considering said system, the planning commission shall impose conditions in order to provide a balance between the goals and objectives of the community and the general plan, and the recognized desire to allow solar energy systems as an alternative energy source.
The planning commission shall take into consideration the goals and objectives of the general plan, impact of the system on the surrounding residential neighborhood, cost effectiveness of the conditions in relationship to the overall benefit of the system, consistency of conditions in relationship to other mechanical roof-mounted equipment, the changing “state of the art,” and the aesthetic character of the system.
