A Parking District is established in order to provide a zoning district where accessory off-street parking may be located within residential districts as compatible land uses, can function effectively and at the same time protect the residential amenities of any adjoining residential districts.

§ 339.02 Permitted Buildings and Uses in a Parking District
No land shall be used or occupied and no structure shall be designed, erected, altered, used or occupied except for the following uses:
(a) Accessory off-street parking garages located no closer than ten (10) feet to any adjacent residential building and providing entrances and exits so located as to minimize traffic congestion and the effect of headlights at night.
(b) Accessory off-street parking lots operated and maintained in accordance with the regulations set forth in this Zoning Code.

§ 339.03 Access and Maintenance
(a) Accessory off-street parking spaces, driveways and maneuvering areas shall be properly graded for drainage so that all water is drained within the lot providing such parking spaces, surfaced with concrete, asphaltic concrete, asphalt or similar surfacing material and maintained in good condition and free of debris and trash.
(b) Accessory off-street parking spaces shall be provided with wheel or bumper guards that are so located that no part of a parked vehicle will extend beyond such parking space.
Therefore:
(1) Only one (1) such driveway shall be permitted for each one hundred (100) feet of frontage of the lot providing such parking spaces.
(2) No driveway shall be so located that there would be less than fifteen (15) feet between the point of tangency of the driveway apron radius and the outside crosswalk line at the intersection when such driveway is on the approach side of an intersection. In such cases as the driveway is on the leaving side of the intersection, the requirement shall be five (5) feet between the outside crosswalk line and the point of tangency of the driveway apron radius.
(3) The maximum width of such driveway shall be thirty (30) feet measured at right angles to the angle of the driveway entrance. Such driveway shall have an apron radius at the curb of not less than six (6) feet or a curb cut of not more than sixty (60) feet, and shall provide a means for motor vehicles to enter and leave the parking facilities without obstructing traffic.

§ 339.05 Lighting
Where lighting is provided for accessory off-street parking spaces, it shall be constructed and arranged so as to prevent the direct emission of light upon adjoining lots or the public streets.

§ 339.07 Location of Parking Facilities for Nonresidential Uses
Parking districts providing accessory off-street parking facilities for nonresidential uses shall be located adjacent to areas zoned nonresidential.
