ARTICLE XII
Off-Street Parking and Loading
§ 340-66 Purpose.
The purpose of this article is to adequately provide for the parking needs of all uses in the Borough and to reduce traffic congestion on public streets by removing parking from those streets, thereby also allowing faster emergency access. Secondary purposes include minimizing development problems with neighboring uses and providing for special parking needs of handicapped drivers.
§ 340-67 General provisions.
A.
General. Off-street parking spaces shall be provided in accordance with the requirements established in § 340-68 below.
B.
Existing structures and uses. Structures and uses in existence on the effective date of this chapter shall not be subject to the requirements of this chapter so long as the kind or extent of use is not changed, thereby, requiring additional parking.
C.
Change or extension of use. Whenever a structure is altered or a use is changed or extended in a manner which increases the parking requirements as contained in § 340-68 below, then the total additional parking required or the alteration, change or extension shall be provided in accordance with § 340-68 below.
§ 340-68 Off-street parking requirements.

B.
Location of parking spaces. The parking spaces required for off-street parking shall be provided on the same lot or premises with the use served or, where this requirement cannot be met, in the C-1 District only, within 300 feet of the use served within the same district.
C.
Mixed use. Two or more uses may provide for required parking in a common parking area if the total area provided is equal to the sum of the requirements of the various individual uses, computed separately. The number of spaces required in such common parking area may be reduced below the sum of total requirements, if it can be demonstrated that the hours or days of peak parking needed for the uses are so different that a lower total (of spaces) will provide adequately for all uses served by the common parking area. In such a situation, the requirements of the use with the greatest parking need, as defined above, shall be applied.
D.
Fractional spaces. Where the computation of required parking spaces results in a fraction, only the fraction of 1/2 or more shall be counted as one.
E.
Design of parking areas. Parking areas within which four or more required parking spaces are provided shall be designed, laid out and clearly marked in accord with the following dimensions:

§ 340-70 Additional requirements.
A.
Access drives.
(1)
The width of access drives shall be provided in accord with the following table:

In addition, 20 feet minimum at the street right-of-way for each point of egress shall be allowed.
B.
Setbacks and screening.
(1)
All such parking areas and all loading areas shall be at least five feet from any lot line and at least 10 feet from any street right-of-way line.
(2)
All parking areas containing 10 or more parking spaces and all loading areas shall be screened from adjacent areas which are zoned for residential purposes in the following manner:
(a)
A landscaped area of at least five feet in width, with plants suitable to attain a minimum height of six feet within three growing seasons; or an opaque fence, excluding a chain-link-type fence, of at least three feet in height. Such screening shall be provided in such a way that a clear view is continuously restricted from adjacent areas.
(b)
Within 10 feet of street rights-of-way, screening shall be provided and shall not be greater than three feet in height.
(c)
One shade tree shall be planted within or adjacent to the parking area for each 10 parking spaces provided.
(d)
All such parking areas and all loading areas shall be designed in such a way that motor vehicles are not permitted to back into a public street.
C.
Maintenance of parking and loading areas. All such parking areas and all loading areas, except those portions used and maintained for landscaping and screening, shall be graded and surfaced with asphalt or other suitable material to the extent necessary to prevent dust and erosion. Such areas shall also be drained in conformance with municipal standards to prevent excessive water flow onto streets or adjoining property. All parking spaces in such parking areas shall be clearly delineated.
D.
Lighting. All artificial lighting used to illuminate a parking or loading area shall be arranged to prevent direct or reflected light or glare from falling onto adjoining properties.
