CHAPTER 1282

I-2 General Industrial District

1282.01 PURPOSE.

   (a)   The I-2 General Industrial District is established primarily for manufacturing, assembly and fabrication activities including large-scale or specialized industrial operations whose external physical effects will be felt, to some degree, by surrounding districts. The I-2 District is structured so as to permit, in addition to I-1 Light Industrial uses, the manufacturing, processing and compounding of semi-finished or finished products from raw materials.
   (b)   It is the intent of the Township of Clinton to carefully preserve land in the I-2 General Industrial District for manufacturing and related uses. Therefore, only in exceptional circumstances will certain convenience services necessary to serve the industrial uses be permitted.

1282.02 PRINCIPAL USES PERMITTED.

   In an I-2 General Industrial District, no building or land shall be used and no building shall be erected except for one or more of the following specified uses, unless otherwise provided in this Zoning Code. These uses may be subject to additional standards as specified in Chapter 1293 Use Standards:
   (a)   Educational, research and design facilities charged with the principal function of research and development of new products and processes and technical training.
   (b)   Industrial, scientific or commercial research, development and testing laboratories.
   (c)   Executive and administrative offices.
   (d)   Industrial, medical and dental clinics, medical, optical, pharmaceutical and dental laboratories and veterinary hospitals and clinics.
   (e)   Data processing and computer centers, including service and maintenance of electronic data processing equipment.
   (f)   Legal, engineering, surveying, accounting, architectural and similar professional offices.
   (g)   Trade, industrial or technical schools.
   (h)   Radio and television broadcasting stations, excluding towers.
   (i)   Printing, publishing, photographic processing or allied industries.
   (j)   The manufacturing, compounding, assembling or treatment of articles from previously prepared materials, such as: electronics, food goods, candy, pharmaceuticals, cosmetics, toiletries, optical goods, toys, electrical equipment, appliances, pottery, hardware, cutlery, and small auto parts. This is provided that such activity is completely contained within the building. Outside storage is prohibited in the District.
   (k)   Laboratories for experiments, filming or testing. The manufacture and repair of electric or neon signs, light sheet-metal products, including heating and ventilating equipment, cornices, eaves and the like.
   (l)   Warehousing and wholesale establishments.
   (m)   Greenhouses with retail adjuncts. The Township Board may establish such conditions as it deems necessary to insure the compatibility of the development with surrounding uses or districts.
   (n)   Mini-warehouse or self-storage facilities subject to conditions set forth in Chapter 1293, Use Standards.
   (o)   Central dry-cleaning plants or laundries.
   (p)   Fence, awning, roofing and landscaping sales uses, including outdoor display areas.
   (q)   Automotive painting, bumping and welding shops and tire recapping, when completely enclosed.
   (r)   Metal plating, buffing and polishing.
   (s)   Lumber yards.
   (t)   Publicly-owned buildings, public utility buildings, telephone exchange buildings and repeater stations, electric transformer stations and substations, gas regulator stations with service yards, but without storage yards, and water and sewer pumping stations, when operational requirements necessitate the locating of said buildings within the District in order to serve the immediate vicinity. The Planning Commission and the Township Board may require walls and landscaping in order to screen such uses where they deem the same to be necessary.
   (u)   Other uses similar to the above.
   (v)   Accessory buildings and uses customarily incidental to any of the above-permitted uses.
   (w)   Indoor commercial recreation facilities such as bowling alleys, archery ranges, sports arenas, skating rinks, racquet ball courts and similar establishments. However, billiard halls, coin or token-operated amusement arcades and adult-use businesses are expressly prohibited.
   (x)   Schools, operated for profit, for the training or instruction of non-academic subjects such as, but not limited to, dance, music, martial arts and similar artistic or athletic pursuits provided that the Department of Planning and Community Development determines that available off-street parking is adequate to serve the use.
   (y)   Automotive service and repair of such items as batteries, brakes, tires, glass, exhaust systems, upholstery, undercoating, transmissions and engines.
   (z)   Heating and electric power-generating plants and all accessory uses.
   (aa)   Any production, processing, cleaning, servicing, testing, repair or storage of materials, goods or products which shall conform with the performance standards set forth in Section 1296.
   (bb)   Storage facilities for building materials, sand, gravel, stone or lumber or for contractors' equipment and supplies. The Planning Commission and Township Board may require walls, berms or landscaping where they deem the same to be necessary to minimize the effect of the use upon surrounding properties.
   (cc)   Storage facilities for operative boats, trailers, recreation vehicles and other such vehicles. The Planning Commission and Township Board may require walls, berms or landscaping where they deem the same to be necessary to minimize the effect of the use upon surrounding properties.
   (dd)   Incineration of garbage or refuse when conducted within an approved and enclosed incinerator plant.
   (ee)   Storage and transfer for electric and gas service buildings and yards, water supply and sewage disposal plants, water and propane tank holders, railroad transfer and storage tracks, railroad rights of way and freight terminals.
   (ff)   Other uses similar to the above uses.
   (gg)   Accessory uses customarily associated with an above permitted principal use.
   (hh)   Trucking operations, including sales, service and repair subject to the conditions set forth in Chapter 1293, Use Standards.
   (ii)   Accessory or ancillary oil and gas uses or structures shall be permitted subject to the further provisions of the Code Section 1294.
   (jj)   Carnivals and Festivals. These shall meet the conditions set forth in Chapter 1293.
   (kk)   Limited retail sales of products customarily incidental to the principal uses.

1282.03 REQUIRED CONDITIONS.

   (a)   Any use established in the I-2 District, after the effective date of this Zoning Code, shall be operated so as to comply with the performance standards set forth in Section 1296.
   (b)   Open storage of any equipment, vehicles, boats, airplanes and other natural and man-made materials shall be permitted in the I-2 General Industrial District, subject to the following regulations, unless otherwise provided in this Zoning Code:
      (1)   Open storage shall be only in a side or rear yard and shall be screened from public view, from public rights-of-way and front yards of adjoining Residential Districts by an enclosure consisting of an obscuring masonry wall six feet in height.
      (2)   Open storage facilities shall be kept orderly in appearance and shall be maintained in a clean and safe condition so as to promote and protect the public health, safety and general welfare of the inhabitants of the Township of Clinton.

1282.04 USES REQUIRING SPECIAL APPROVAL.

   The following uses may be permitted within the I-2 District subject to the requirements and conditions set forth in Section 1293:
   (a)   Commercial outdoor recreation, subject to the conditions in 1293.01(a)(25).
   (b)   Commercial kennels, subject to the conditions in 1293.01(a)(24).
   (c)   Commercial television and radio broadcasting towers and cellular telephone antennae, subject to the conditions in 1293.01(a)(71).
   (d)   Outdoor theaters, subject to the conditions in 1293.01(a)(46).
   (e)   Auto race tracks, subject to the conditions in 1293.01(a)(7).
   (f)   Horse and dog tracks, subject to the conditions in 1293.01(a)(32).
   (g)   Junk yards, subject to the conditions in 1293.01(a)(34).

1282.05 HEIGHT, BULK AND AREA REQUIREMENTS.

   All lots and buildings shall meet the following dimensional requirements:

   (a)   Modifications in height requirements above the 35 feet allowed within the district may be permitted subject to the requirements and conditions set forth in Chapter 1293.
   (b)   In the instance of a corner lot or parcel of land abutting more than one public thoroughfare, all frontages shall require the minimum front yard setback as specified above.
   (c)   Off-street loading and unloading space shall be provided in the rear yard or an interior side yard, unless the side yard abuts a Residential District and shall, in no instance, be permitted in a front yard. In those instances where exterior side yards abut an Industrial District, loading and unloading may take place in the exterior side yard, except that in those instances where exterior side yards have a common relationship with an Industrial District across a public thoroughfare, loading and unloading may take place in the side yard when the setback is equal to at least 50 feet. Off-street loading space shall further meet the requirements of Section 1294. Where an alley exists or is provided at the rear of the buildings, the rear building setback and loading requirements may be computed from the centerline of such alley, but separately from the off-street parking requirements.
   (d)   The minimum distance between any two buildings shall be 20 feet. In no instance shall a building be located closer than 50 feet to a residentially-zoned district.
