In any district with which the "CD" district is combined, such district to be located around civic center, public parks, and public buildings and grounds as indicated upon the Zoning Map, no building permit for any proposed building or structure shall be issued until the planning commission shall have reviewed and approved the plans for such building or structure to insure an orderly development in the vicinity of public sites and buildings within the district.
