Should any section, paragraph or provision of this chapter be declared invalid by a court of record, such finding shall not affect the validity of the remaining provisions of this chapter as a whole or any part thereof, other than the part so declared invalid.

The interpretation and application, the provisions of this chapter shall be held to be minimum requirements, adopted for the protection of the public health, safety, morals or general welfare. Whenever the requirements of this chapter are at variance with the requirements of any other lawfully adopted rules, regulations or chapters, the most restrictive or that imposing the higher standard shall govern.
