Any person may file a written complaint with the City whenever a violation of this article occurs or is alleged to have occurred. Such complaint shall fully state the causes and basis thereof and shall be filed with the City Administrator. The City Administrator or their authorized agent or designee shall properly record such complaint, immediately investigate the same, and take action thereon as provided by this article.
