80 RURAL AVIATION COMMUNITY ZONE, RAC
§ 18.80.010 Purpose.
The purpose of the RAC zone is to recognize and provide for private aviation and aviation housing uses within the community. This unique zone also provides for the protection of poor, but delicate soils, plants, and natural animal habitat by maximizing open spaces, restricting fencing, and limiting on-site activities. The goal of this zone is to minimize the alteration of the natural landscape while permitting aviation-related uses, protecting the local ecology, and enhancing the local economy. Thus, this zone recognizes the existing character of the land while providing for specific low impact aviation activities and related uses that are best located outside of urban areas.
In the RAC zone, the following regulations shall apply.

§ 18.80.020 Uses permitted outright.
In the RAC zone, the following uses and their accessory uses are permitted outright:
(1)
Planned unit development for a minimum of five dwelling units and a maximum of 32 single-family dwellings, associated aviation hangars, airstrip, accessory uses appurtenant to permitted uses, excluding permanent mobile homes on an individual lot in compliance with CCC § 18.132.010.
(2)
Development of single-family dwellings on the existing five tax lots.
(3)
Subdivision or land partitioning in conjunction with planned unit development for rural aviation residential purposes, excluding a mobile home subdivision.
(4)
New residential single-family homes when part of an approved planned unit development.
(5)
New aircraft hangars and aviation-related facilities.
(6)
Existing aviation service, repair, and limited aircraft manufacture.
(7)
Utility facilities necessary to serve the planned unit development including energy facilities, fire protection methods and ponds, reservoirs and related devices, airstrip repair, paving and enhancements, water supply and treatment, and individual septic systems for each dwelling (community sewage treatment facilities shall not be permitted).
(8)
Modifications to a planned unit development with permitted uses.
(9)
Lot line adjustments.
(10)
Removal of human-made debris and demolition of structures.
(11)
Natural areas or open spaces protected by conservation easement or similar instrument.

§ 18.80.030 Conditional uses permitted.
In the RAC zone, the following uses and their accessory uses may be permitted subject to the provisions of Chapter 18.160 CCC:
(1)
Water features or devices (excluding fire protection ponds).
(2)
New home occupations carried on by residents as an accessory use within their dwelling, garage, or other buildings permitted in the zone.
(3)
New building and structural lot coverage exceeding a total of two and one-half percent of the planned unit development area.
(4)
Building and structural elements exceeding 30 feet in height, excluding architectural features used to break up the mass and bulk of structural facades.
(5)
Modifications to planned unit development to allow other conditional uses.
(6)
Fire fuel vegetation removal and mitigation.

§ 18.80.040 Yard and setback requirements.
In the RAC zone, the following yards and setbacks shall be maintained:
(1)
The front yard setback shall be a minimum of 20 feet from a property line fronting on a paved accessway serving the planned unit development.
(2)
There shall be a minimum side yard setback of 10 feet for all uses, except in the case of a nonresidential use adjacent to a residential use the minimum side yard shall be 20 feet.
(3)
There shall be a minimum rear yard setback of 20 feet for all uses.

§ 18.80.050 Dimensional standards.
In the RAC zone, the following dimensional standards shall apply:
(1)
Percent of Site Coverage. Any new residence, hangar and accessory structures shall not cover more than two and one-half percent of the planned unit development site unless a conditional use permit has been granted.
(2)
Building Height. No residential structure, nor the enlargement of any existing residential structure, shall be hereafter erected to exceed more than 30 feet in height, excluding architectural features used to break up the mass and bulk of the facade. Aircraft hangars shall be limited to heights necessary to support the function of the use.
(3)
Residential Structure Design. All residential structures shall be designed to reduce impact upon the natural area. This may be accomplished by use of the following techniques:
(a)
Paint colors that blend with the natural landscape.
(b)
Structural elements and/or painting techniques that break up the apparent bulk and mass of the building facade.
(c)
Nonglare windows and/or extended eave lines.
(d)
Painting of reflective metal surfaces.
(e)
Solar energy techniques.
(f)
Sloped roofs or other roof designs that blend with the natural landscape.
(g)
Xeriscape landscaping techniques using native plant materials.

§ 18.80.060 Signs.
In the RAC zone, the following signs are permitted:
(1)
Directional and aviation signs, provided the aggregate of the signs do not exceed an area equal to one square foot of sign face for each foot of lot frontage or 100 square feet of sign face, whichever is the least, and the sign is not in or extending over a street or accessway.
(2)
"No Hunting" signs not exceeding four square feet in size.
(3)
Signs advertising the sale or lease of property, provided the sign is located on the property advertised, does not exceed 12 square feet in area, and is not located in or over required yard or accessway.
(4)
Signs may be illuminated to the extent necessary to provide directional guidance.
(5)
Signs shall not be placed (post or overhang) or projected into an existing or proposed street or accessway.
(6)
Signs shall be oriented in a manner not to cast direct light on adjacent or nearby residential dwellings.
(7)
Other specific types, sizes, design, and number of permitted signs shall conform to the county sign code as may be adopted in addition to this title.

§ 18.80.070 Off-street parking and loading.
In the RAC zone, off-street parking and loading shall be provided in accordance with the provisions of Chapter 18.128 CCC.

§ 18.80.080 Lot size.
In the RAC zone, any new residential lot or parcel shall have an area of at least 10 acres; except as may be provided in a planned unit development approval.

§ 18.80.090 Limitations of conditional uses.
In addition to the standards and conditions that may be attached to the approval of conditional uses as provided by Chapter 18.160 CCC, the following limitations shall apply to conditional uses in the RAC zone:
(1)
An application for a conditional use in an RAC zone may be denied if, in the opinion of the planning commission, the proposed use is not related to or sufficiently dependent upon the aviation or residential resource of the area.
(2)
The planning commission may require establishment and maintenance of fire breaks, the use of fire-resistant materials in construction and landscaping, or may attach other similar conditions or limitations that will serve to reduce fire hazards or prevent the spread of fire to surrounding areas.
(3)
The planning commission may limit changes in the natural grade of land, or the alteration, removal or destruction of natural vegetation in order to prevent or minimize erosion or pollution.
(4)
Various planned unit development strategies and land use design techniques shall be used to demonstrate compliance with the comprehensive plan for the approval of any application for a conditional use in the RAC zone.

§ 18.80.100 Prohibitions.
The following uses are prohibited in the RAC zone:
(1)
New fences that prohibit the natural movement of wildlife, except on the perimeter of the airport areas and around the dwelling unit building envelope. Note: The dwelling unit envelope does not include the lot perimeter; rather, the envelope is a defined area around all edges of the home and encloses landscaped areas for the purposes of security, etc.
(2)
Any outdoor light that is not shielded and controlled by a motion sensor, or other timing device, excluding aviation lighting.
(3)
Outdoor pets or livestock; indoor pets are allowed.
(4)
Fireworks of any kind.
(5)
Hunting, excluding hunting in conjunction with a government agency request.
(6)
Planting of any outdoor plant species listed or classified as noxious weeds.
(7)
Off-road motorcycle tracts or off-road motorcycle usage.
(8)
Logging or removal of any plant, rock, or tree outside of the structural, residential, hangar, or road development/envelope areas. (Fire fuel load removal excepted.)
(9)
Aviation races, or other commercial or industrial activities that are not consistent with the purpose of the rural aviation community planned unit development.
(10)
Commercial fuel sales to persons other than the residents or guests.
(11)
Accumulation of any debris or vegetative fire fuels within 50 feet of any wall of a structure.
