- BUILDING CODE
The Minnesota State Building Code, established pursuant to Minn. Stat. §§ 16B.59—16B.73, one copy of which is on file in the office of the city administrator is hereby adopted as the building code for the city. Such code is hereby incorporated in this ordinance as completely as if set out in full.
The following chapters of the code must be administered by any municipality:

The organization of the building department and enforcement of the code shall be as established by chapter 2 of the current uniform building code. The code shall be enforced within the incorporated limits of the city and extraterritorial limits permitted by Minnesota Statutes.
The city administrator shall be responsible for keeping a ledger of permits issued and state surcharges. The city administrator shall take all applications and refer to building official. The city employee responsible for enforcement of the zoning ordinance shall also review all building permits for compliance with the zoning ordinance and shall sign all such permits. Permits shall be issued within five working days. The administrative authority shall be a state certified "building official".
All exterior work authorized by a permit must be completed within 180 days. Failure to comply will result in a penalty. The penalty described in the Uniform Building Code, 1985 Edition, Section 205 as amended shall be in keeping with Minn. Stat. §§ 609.033—609.034 which provides for a maximum fine of $700.00.
The effective date of this ordinance is the date of adoption of this ordinance.

Inspections and fees.
(a)
Permit fees for building inspection services for projects related to single family dwellings or duplexes are at the following rates for types of projects as listed in exhibit A. Fees are inclusive of plan check fees. Any changes to the fee schedule may be made by resolution of the city council.
(b)
Commercial fees are as listed on Table 3-A—Building Permits as adopted from the state building code.
(2)
Surcharge. In addition to the permit fee required by subsection (1) above, the applicant shall pay a surcharge to be remitted to the state department of administration as prescribed by Minn. Stat. § 16B.70.
