PARKING AND LOADING
(a)
Required. In connection with any building or structure that is to be erected or substantially altered, after the effective date of the ordinance from which this article is derived, and which requires the receipt or distribution of materials or merchandise by trucks or similar vehicles, there shall be provided off-street loading berths not less than the minimum requirements specified in this section.
(b)
Location. The following restrictions apply to the location of loading berths intended to satisfy the minimum requirements of this section:
(1)
All required loading berths shall be located on the same lot as the use to be served and no portion of the vehicles shall project into a street or alley.
(2)
In manufacturing districts, no loading berth for vehicles of more than two tons capacity shall be located less than 50 feet from any residential district.
(3)
No permitted or required loading berth shall be located within 25 feet of the nearest point of intersection of any two streets.
(4)
No permitted or required loading berth shall be located in a required front yard or side yard.
(5)
A required off-street loading berth shall be at least ten feet wide by 40 feet long, exclusive of aisle and maneuvering space, and shall have vertical clearance of not less than 14 feet.
(c)
Access. Each required off-street loading berth shall be designed with appropriate means of vehicular access to a street or alley in a manner which will least interfere with traffic movements and shall be subject to approval of the city engineer or city council chairman.
(d)
Surfacing. All open off-street loading berths shall be improved with a compacted macadam base not less than seven inches thick or equivalent, surfaced with not less than two inches of asphalt concrete or some comparable all-weather, dustless material.
(e)
Storage and repair activities prohibited in berth space. No storage of any kind or motor vehicle repair work or service of any kind shall be permitted within any required loading berth.
(f)
Loading berths may not be used to satisfy parking space requirements. Spaces allowed to any off-street loading berth shall not, while so allocated, be used to satisfy the space requirements for any off-street parking facilities or portions thereof.
(g)
Minimum number of berths required. The minimum number of required loading berths is based on gross floor area, as set forth in the following Tables A and B:
(h)
Uses requiring Table A compliance. The following uses shall be required to meet standards set forth in Table A:
(1)
Manufacturing.
(2)
Fabricating.
(3)
Assembly.
(4)
Disassembly.
(5)
Warehousing.
(6)
Storing.
(7)
Cleaning.
(8)
Testing other than research facilities/laboratories.
(9)
Repairing.
(10)
Automobile, truck, recreational vehicle and equipment sales and service.
(11)
Food markets over 5,000 square feet in floor area.
(12)
Stadiums, sports arenas, and gymnasiums with spectator facilities.
(13)
Postal stations.
(i)
Uses requiring Table B compliance. The following uses shall be required to meet standards set forth in Table B:
(1)
Auditoriums.
(2)
Financial institutions.
(3)
Business and professional offices.
(4)
Public administration buildings other than postal stations.
(5)
Bowling alleys.
(6)
Hospitals.
(7)
Schools.
(8)
Colleges.
(9)
Sanitariums and other similar institutions.
(10)
Hotels and motels.
(11)
Private clubs or lodges.
(12)
Retail stores.
(13)
Furniture and appliance stores.
(14)
Wholesale stores.
(15)
Establishments handling the sale and consumption of food on the premises.
(16)
Personal services.
(17)
Food markets and convenience stores under 5,000 square feet of floor area.
(18)
Nursing homes.
(19)
Research facilities and laboratories.
(j)
Formula for determining berth requirements for mixed use structures. In a building or structure with a mixed use of office and warehousing, required loading berths shall be calculated based upon the use of 33 percent of the total square footage of the building or structure for office use wherein Table B is applicable, and 67 percent of the total square footage of the building or structure for warehouse use wherein Table A would apply.

(a)
Generally. In connection with any building or structure which is to be erected or substantially altered after the effective date of the ordinance from which this article is derived, and which requires off-street parking spaces, there shall be provided the off-street parking space in accordance with this section. Any off-street parking provided in connection with existing buildings or structures on the effective date of the ordinance from which this article is derived shall not be removed, enlarged or altered except in conformance with the requirements of this section.
(b)
Parking facilities to be used only for parking vehicles. Except as may otherwise be provided for the parking of trucks or for special uses, off-street parking facilities required herein shall be solely for the parking of passenger automobiles of patrons, occupants or employees.
(c)
Location. All single-family and two-family uses shall be served in accordance with the requirements of this article by parking spaces located on the same lot as the use. New uses in business districts other than the central business district and all other uses in existence on the effective date of the ordinance from which this article is derived, other than single-family and two-family uses, that are subsequently altered or enlarged, may be served by parking facilities located on land other than the lot on which the building or use served is located, provided the facilities are located within 300 feet walking distance from the main entrance to the use served.
(d)
Standards for calculation of required space. When determination of off-street parking spaces results in a requirement of a fractional space, any fraction of one-half shall be counted as one parking space. Floor area, when used as a measurement for determining the number of parking spaces, means the gross floor area except for areas used for storage areas, stairwells and mechanical equipment rooms. Employees, when used as a measurement for new or an established number, shall be based on the number of employees in the largest shift.
(e)
Each space to serve one use; exceptions. No parking space or portion thereof shall serve as the required space for more than one use, unless otherwise authorized in this section. Off-street parking facilities for separate uses may be provided collectively if the total number of spaces provided is equal to or greater than the sum of the separate requirements of each such use and if all regulations governing the location of accessory parking spaces in relation to each use served are observed.
(f)
Size. Each required off-street parking space, exclusive of access drives, aisles, ramps, columns, and work area, shall be a minimum of nine feet wide and 19 feet long and shall have a minimum vertical clearance of seven feet.
(g)
Setbacks. No driveway or parking areas of a manufacturing, commercial or multifamily use that will be adjacent to a one- or two-family use or zoning district shall be located closer than ten feet to the common property line. No entrance or exit of any off-street parking area with over four parking spaces or any loading berth shall be located within 75 feet of the intersection of any two street right-of-way lines.
(h)
Access. Each required off-street parking space shall open directly upon an aisle or a driveway of the width and design as to provide safe and efficient means of vehicular access to the parking space.
(i)
Additional requirements for parking spaces in yards. Off-street parking spaces may be located in a yard except a required front yard or side yard adjoining a street.
(j)
Open and enclosed parking spaces. Accessory parking spaces located on the same lot as occupied by the use served may be open to the sky or enclosed in a building. Accessory parking spaces located elsewhere than on the same lot occupied by the use served shall be open to the sky.
(k)
Surfacing. All open off-street parking areas shall be improved with a compacted gravel or stone base or equivalent, not less than four inches thick and surfaced with all-weather dustless material in accordance with specifications established by the city engineer or the chairman of the city council.
(l)
Drainage. All off-street parking areas shall be drained so as to prevent drainage into abutting properties or across sidewalks.
(m)
Lighting. Any lighting fixtures used to illuminate any off-street parking area shall be arranged so as not to reflect direct rays of light into adjacent residential properties and streets in institutional premises.
(n)
Screening and landscaping. All open automobile parking areas containing more than four parking spaces shall be effectively screened on any side which fronts any institutional property by a walk or fence not less than five feet high and not more than six feet high or by a densely planted, compact evergreen planting not less than five feet in height. In addition to any landscaped front, back or side yard areas, the city council may require that for any parking area containing more than four parking spaces, interior landscaped areas be installed. The amount and type of such landscaping required will be determined as the city council deems appropriate.
(o)
Wheel stops. Wheel stops of masonry shall be placed at least eight feet from the street line in any district where a front yard is not required and at least six feet from any side lot line.
(p)
Disabled persons parking. Parking spaces for disabled persons shall comply with the standards set forth by the American National Standards Institute (ANSI) Code. In shopping centers, ramps from parking areas or drive aisles for disabled persons parking shall be provided along the sidewalks abutting building frontages at intervals of not more than 60 feet. The number of disabled person parking spaces that shall be reserved shall comply with the standards contained in Accessibility Standards Illustrated published by the Capital Development Board, State of Illinois.
(q)
Minimum number of spaces required. Required off-street parking spaces accessory to designated uses shall be provided in number as follows:
