PURPOSE AND STATEMENT OF COMMUNITY DEVELOPMENT OBJECTIVES
§ 27-200. Purpose.
1. The Borough of East McKeesport, in conjunction with the Township of North Versailles, and Borough of Wall; Allegheny County, Pennsylvania, has adopted a multi-municipal comprehensive plan, including a future land use plan with accompanying objectives, and has executed related intergovernmental cooperative agreements, expressly adopts the resulting community development objectives, as the basis and purpose for this Chapter.

§ 27-201. Overall Community Development Objectives.
1. Encourage infill housing at a scale and manner appropriate to surrounding and predominately single-family neighborhoods.
2. The prevention of blight, while preventing overcrowding.
3. Encourage the preservation of open space throughout the Borough through the preservation of wooded hillsides and interconnected common open space.
4. To protect the Borough’s natural resources, including steeply sloped and wooded areas.
5. To provide for and encourage reasonable community growth, to include a broad and adequate range of permitted uses based, in part, on the findings of the multimunicipal comprehensive plan, and redevelopment of existing neighborhoods while protecting the Borough’s natural resources and fostering the stability of existing development within the Borough.
6. To encourage efficient pedestrian, as well as vehicular, circulation.

§ 27-202. Community Development Objectives.
1. The following objectives are intended to supplement municipality and expressly the general objectives cited in §27-201 as specific objective for East McKeesport Borough.
2. East McKeesport Borough Community Development Objectives.
1. Preserve and enhance the integrity and character of traditional mixed-use corridors in East McKeesport, thereby providing a node of local or specialized retail and office activity near Route 30.
2. Encourage single-family residential infill development consistent with the scale of existing neighborhoods to provide for demand for both affordable single-family homes and townhouses.
