Sec. 122-471. - Compliance required.

Signs may be erected and maintained only when in compliance with the provisions of this article and all other ordinances and regulations relating to the erection, alteration or maintenance of signs and similar devices.

Sec. 122-472. - General regulations.

The following regulations shall apply to all permitted sign uses:

(1)

Signs must be constructed of durable materials, maintained in good a condition and must not be allowed to become dilapidated.

(2)

A permit shall not be required for the erection, alteration or maintenance of any sign permitted in a residential district.

(3)

A permit shall be required for the erection, alteration or reconstruction of any business or advertising sign.

(4)

All temporary signs erected for a special event shall be removed by the property owner when the circumstances leading to the erection of such signs no longer apply.

(5)

No revolving beacon lights shall be installed.

Sec. 122-491. - Applicability.

The types of nonflashing, nonadvertising signs enumerated in this division are permitted in all residential districts, in accordance with the regulations contained in this division.

Sec. 122-492. - Nameplates and identification signs.

(a)

Signs indicating the name or address of the occupant or a permitted home occupation shall be allowed in an R district, provided that such signs shall not be larger than one square foot in area. Only one such sign per dwelling unit shall be permitted, except in the case of corner lots, where two such signs, one facing each street, shall be permitted for each dwelling unit.

(b)

For multiple-family dwellings, hotels and buildings other than dwellings, a single identification sign, not exceeding 12 square feet in area and indicating only the name and address of the building and the name of the management, may be displayed in an R district, provided that on a corner lot, two such signs, one facing each street, shall be permitted.

Sec. 122-493. - Sale or rental signs.

Signs advertising the sale or rental of the premises upon which they are erected by the owner, broker or any other person interested in the sale or rental of such premises, and signs bearing the word "sold" or "rented," with the name of the person affecting the sale or rental, may be erected or maintained in an R district, provided that:

(1)

The size of any such sign is not in excess of six square feet; and

(2)

Not more than two signs are placed upon any property, unless such property fronts upon more than one street, in which event, two such signs may be erected on each frontage.

Sec. 122-494. - Institutional signs.

Signs of schools, colleges, churches, hospitals, sanitariums or other institutions of a similar public or semipublic nature may be erected and maintained in an R district, provided that:

(1)

The size of any such sign is not in excess of 20 square feet; and

(2)

Not more than one such sign is placed on a property, unless such property fronts upon more than one street, in which event, two such signs may be erected, one on each frontage.

Sec. 122-495. - Signs accessory to parking areas.

Signs designating entrances or exits to or from a parking area, limited to one sign for each such exit or entrance and to a maximum size of two square feet each, shall be permitted in an R district. One sign per parking area, designating the conditions of use or identity of such parking area and limited to a maximum size of nine square feet, shall be permitted, provided that on a corner lot, two such signs shall be permitted, one facing each street.

Sec. 122-496. - Development signs.

Signs advertising the sale or development of the premises upon which they are erected, when erected in connection with the development of the premises by a builder, contractor, developer or other person interested in such sale or development, may be erected and maintained in an R district, provided that:

(1)

The size of any such sign is not in excess of 20 square feet; and

(2)

Not more than two such signs are placed upon any property, unless such property fronts upon more than one street, in which event, two such signs may be erected on each frontage.

Sec. 122-497. - Directional signs.

Signs indicating the location and direction of a premises available for, or in the process of, development, but not erected upon such premises, and having the name of the owner, developer, builder or agent inscribed on such sign, may be erected and maintained in an R district, provided that:

(1)

The size of any such sign is not in excess of six square feet, and not in excess of four feet in length; and

(2)

Not more than one such sign is erected on each 500 feet of street frontage.

Sec. 122-498. - Artisans' signs.

Signs of mechanics, painters and other artisans may be erected and maintained in an R district during the period such persons are performing work on the premises on which such signs are erected, provided that:

(1)

The size of such sign is not in excess of 12 square feet; and

(2)

Such signs are promptly removed upon the completion of the work.

Sec. 122-499. - Private driveway and trespassing signs.

Signs indicating the private nature of a driveway or trespassing signs may be erected in an R district, provided that the size of any such sign shall not exceed two square feet.

Sec. 122-500. - Farm products signs.

Signs advertising the sale of farm products, when permitted by this chapter, may be erected in an R district, provided that:

(1)

The size of any such sign is not in excess of six square feet;

(2)

Not more than two such signs are used; and

(3)

The signs shall be displayed only when such products are on sale.

Sec. 122-501. - Height and projection.

No sign in a residential area shall project into the public way or project higher than one story or 20 feet, whichever is lowest.

Sec. 122-521. - Applicability.

Business and advertising signs are permitted in commercial and manufacturing districts in accordance with the regulations of this division.

Sec. 122-522. - Size.

No single nonflashing sign in commercial and manufacturing districts shall exceed 60 feet in length or 700 square feet in area. No flashing sign shall exceed 400 square feet in area.

Sec. 122-523. - Projection.

No hanging or suspended sign in commercial and manufacturing districts shall be erected so as to exceed a projection of more than ten feet over any public way or from the main wall of a building, but in no case shall such sign project beyond a vertical plane 18 inches from the outside curbline.

Sec. 122-524. - Height.

In no case shall signs in commercial and manufacturing districts be higher than the height limit in any district in which the sign is to be located, except in the case of projecting signs and roof signs, which shall require a special permit from the building commissioner and city engineer and which shall not extend more than 35 feet above the roofline.

Sec. 122-525. - Advertising signs.

The following regulations shall apply to all advertising signs in commercial and manufacturing districts:

(1)

Limited access highways. No advertising sign shall be permitted within the area extending 660 feet on either side of the centerline of any limited access highway, except where the property is zoned for commercial and manufacturing uses.

(2)

Adjacent to certain uses. No advertising sign shall be permitted within 50 feet of an abutting residential district, public or parochial school, church, library or hospital, if such sign is designed to face directly into such building.

(3)

Setback. All advertising signs designed principally for view from a public road shall conform to the minimum yard requirements of the district in which they are located.
