Sec. 105-21. - Findings and adoption.
(a)
The city is responsible for supporting and promoting the health, safety and welfare of its citizens.
(1)
Pursuant to V.T.C.A., Local Government Code § 51.001, the city council may adopt an ordinance, rule or police regulation that is for the good government, peace or order of the city or for the trade and commerce of the city, and is necessary or proper for carrying out a power granted by law to the city or one of the city's offices or departments;
(2)
Pursuant to V.T.C.A., Local Government Code § 51.012, the city council may adopt an ordinance, act, law, or regulation, not inconsistent with state law, that the city council considers necessary for the government, interest, welfare, or good order of the city as a body politic;
(3)
The city council is authorized to prohibit nuisances pursuant to V.T.C.A., Local Government Code § 217.002; and
(4)
The city council possesses, pursuant to the Texas Local Government Code, the authority to regulate the construction of structures in the city and, where applicable, in the city's extraterritorial jurisdiction (ETJ).

Therefore, the following codes are hereby adopted by reference as though they were copied herein fully:

2015 International Residential Code.
(3)
2015 International Mechanical Code.
(4)
2015 International Plumbing Code.
(5)
2015 International Fuel Gas Code.
(6)
2015 International Energy Conservation Code.
(7)
2020 National Electrical Code.
(8)
2015 International Fire Code.
(9)
2015 International Property Maintenance Code.

Sec. 105-22. - Jurisdiction.
The regulations adopted by this article shall apply to all structures and components thereof within the city. In accordance with state law, the regulations adopted by this article are extended to the extraterritorial jurisdiction of the city.

Sec. 105-23. - Fees.
All permit fees and other fees adopted by the city shall remain applicable to the regulations adopted by this article.

Sec. 105-24. - Violation and penalty.
Any person, firm, corporation or business entity who violates any provision of this article for which a penalty is not specifically defined shall be guilty of a misdemeanor punishable by a fine not more than the amount allowed to be imposed under state law.
