VIOLATIONS AND ENFORCEMENT
(a)
General. The provisions of this chapter shall be administered and enforced by the city administrator of the city or a duly authorized designee.
(b)
Right to enter. The city administrator or any duly authorized person shall have the right to enter upon any premises at any reasonable time prior to the completion of buildings for the purpose of making inspections of buildings or premises when necessary to enforce this chapter.
(c)
Stop orders. Whenever any building work is being done contrary to the provisions of this chapter, the city administrator may order the work stopped by notice in writing served on the owner or contractor doing or causing such work to be done, and any such person shall immediately stop such work until authorized by the city administrator to proceed with the work.

The city administrator, or his duly designated representative, is hereby empowered to cause any building, other structure, or tract of land to be inspected and examined and to order in writing the remedying of any condition found to exist therein, or thereat, in violation of any provision of this chapter. After any such order has been served, no work shall proceed on any building, other structure, or tract of land covered by such order, except to correct such violation or to comply with an order of the city administrator.

(a)
Any person who shall violate any of the provisions of this chapter or who shall fail to comply with any of the provisions of this chapter, or who shall build, alter or occupy any building in violation of any statement or plan submitted and approved hereunder, shall be guilty of a violation of this chapter and may be fined in an amount of not less than $1.00 or more than $2,000.00. Each day such violation shall be continued, or shall be allowed to continue to exist, shall constitute a separate offense.
(b)
The owners or tenants of any building or property or part thereof where anything in violation of this chapter shall be placed or shall exist, and any architect, builder, contractor, agent, person, firm or corporation employed in connection therewith and who has assisted in the commission of such violations, shall be guilty of a separate offense, and upon conviction thereof, shall be fined in accordance with the general penalty provisions in subsection (a) of this section.
(c)
In addition to prosecution in municipal court, the city may use all remedies available to it for the enforcement of this chapter, including, but not limited to, summary abatement, civil suits for penalties, and injunctions.
(d)
In addition to the remedies provided for above, the enforcing officer may, in case any building or structures are erected, constructed, reconstructed, altered, repaired, converted or maintained, or any building, structure or land is used in violation of this chapter, institute any appropriate action or proceedings to prevent such unlawful erection, construction, reconstruction, alteration, repair, conversion, maintenance, or use to restrain, correct or abate such violation, to prevent the occupancy of said building, structure or land, or to prevent any illegal act, conduct of business or use in or about such premises.
