Off-Street Parking and Loading
§ 34-44.1 Off-Street Parking Space Requirements.

a.
For any use or building established, constructed, or enlarged by more than 25% under this chapter, off-street parking shall be provided in accordance with the following schedule
b.
If more than one use or building is on a lot, the minimum off-street parking spaces required shall be the sum total of the requirement of the separate uses for buildings.

§ 34-44.2 Off-Street Loading Space Requirements.

§ 34-44.3 Design Requirements.

a.
All off-street parking spaces and related aisles and driveways shall be paved and graded to prevent accumulation of surface water, and constructed to Borough specifications. Each parking space in all multi-family and commercial zones shall have minimum dimensions as follows:

For all other residential zones the minimum dimensions of parking spaces may be reduced to eight feet wide and 18 feet in length.
b.
Off-street loading areas shall have a minimum allocation of 1,000 square feet of lot area per berth for parking and maneuvering and each berth space shall have minimum dimensions of 40 feet by 12 feet.
c.
Curbing or wheel stops shall be located and provided to prevent any part of any vehicle from overhanging a public right-of-way, property line, or internal sidewalk.
d.
Driveways providing access to off-street parking, and loading spaces shall be laid out as follows:
1.
No portion of any entrance or exit driveway shall be closer than 35 feet to the curbline of an intersecting street.
2.
No two driveways leading from a street to a single lot shall be within 30 feet of each other at their intersections with the front lot line for an interior lot and 40 feet of each other at their intersection with the front and side lot line.
3.
No entrance or exit driveway to a nonresidential property shall be less than 12 feet in width or exceed 35 feet in width at the lot line.
4.
A driveway to a residential dwelling shall not have a negative slope from the street right-of-way line to the garage unless the slope follows the existing natural topography.
5.
Only one driveway curb cut shall be permitted on a fifty-foot residential lot and it shall not exceed 24 feet in width.
§ 34-44.4 Site Requirements.

a.
Any off-street parking area for five or more vehicles and any off-street loading area shall be effectively screened along each lot line which directly abuts properties in any "R" District and permitted dwellings in commercial districts. Such screening shall be a solid fence, wall, or compact hedge, maintained in good condition, and shall be not more than three feet in height in a front yard or more than six feet in height in a side or rear yard.
b.
Any fixture used to illuminate any parking or loading area shall be so arranged to direct the light away from a street and away from adjoining premises used for residential purposes.
c.
There shall be no storage of material or equipment in any off-street parking or loading area, except as part of an approved site plan.
d.
Off-street parking may be permitted by the Planning Board within required front yards in commercial and industrial districts, but such space shall be set back from the street line by a minimum of 10 feet.
e.
No off-street loading area shall be visible from a public street.
f.
Any change in use or occupancy of business and/or commercial properties on Market Street and Broadway in the C-L and C-G Zoning District shall be referred to the Zoning Administrator and/or Construction Official. In the event the Zoning Administrator or Construction Official determines that the parking is or may not be sufficient, he shall refer the application to the Planning Board to review and determine the adequacy and sufficiency of parking for said change in use and/or occupancy.
