SATELLITE DISH ANTENNAS
No satellite television antenna shall be erected, constructed, maintained, or operated except in conformance with the following regulations of this chapter.

The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Satellite television antenna means an apparatus capable of receiving communications from a transmitter or a transmitter relay located in planetary orbit.
Usable satellite signal means a satellite signal which when viewed on a conventional television set, is at least equal in picture quality to that received from local commercial television stations or by way of cable television. To be considered usable, quality referred to above need only be present if 50 percent of the channels are available for satellite reception at optimum locations within the city.

(a)
In any commercial, industrial, or multifamily residential zone, such antenna may be located anywhere on the lot or buildings thereon.
(b)
In a noncommercial or single-family zone, subject to the provisions contained in this chapter, such antenna should be located only in the rear yard of any lot.
(1)
If a usable satellite signal cannot be obtained from such rear yard, such antenna may be located on the side or front yard of the property.
(2)
In the event that a usable satellite signal cannot be obtained by locating the antenna on the rear, side, or front yard of the property, such antenna may be placed on the roof of the dwelling structure.
(c)
In no event shall such antenna be constructed on any historic district, site, building, structure or object included in, or eligible for inclusion on, the National Register of Historic Places, as set forth in the National Historic Preservation Act or Illinois State Agency Historic Resource Preservation Act without obtaining a permit from the city prior to the construction of any such antenna.

(a)
A satellite television antenna shall not extend more than 12 feet in height above the roofline of the primary building or residence located on the lot or property, including any platform or structure upon which said antenna is mounted or affixed. In the event that it is necessary for such antenna to extend more than 12 feet in height above the roofline, such antenna may be constructed provided that a permit is obtained prior to such construction from the city.
(b)
Such antenna may not exceed one meter (39.37 inches) in diameter.
(c)
Except in a commercial, industrial, or multifamily residential zone, satellite television antennas shall be located and designed to reduce visual impact from surrounding properties at street level and from public streets.
(d)
Not more than any one satellite television antenna should be constructed on any lot unless it is necessary to receive a usable satellite signal.
(e)
All antennas and the construction and installation thereof shall conform to applicable city code regulations and requirements.
(f)
Antennas shall meet all manufacturer's specifications, be of noncombustible and corrosive resistant material, and be erected in a secure, wind-resistant manner.
(g)
Every antenna must be adequately grounded for protection against a direct strike of lightning.
