ARTICLE VII
Mobile Home Units, Mobile Home Parks and Campgrounds
§ 24-52 Applicability.
This article shall control the erection, placement and/or use of mobile home units, and the location, establishment, development and maintenance of mobile home parks and campgrounds. It shall be unlawful to place, locate, alter and/or occupy a mobile home unit or construct, develop, operate, alter and/or maintain a mobile home park or campground within the area of jurisdiction of the City except in conformance with the provisions of this article. Whenever a provision of this section is in conflict with another ordinance, law, resolution, rule, regulation or act, the more restrictive standard shall govern.
§ 24-53 General provisions.
A.
Single mobile home units shall be permitted on individual, private lots in the MR-E, A-E and MR-R districts, except as approved by conditional use permit for security purposes in industrial districts and/or during the course of construction of a project.
B.
Mobile home parks and combined parks shall be permitted in any MR district subject to securing a conditional use permit.
C.
Campgrounds shall be permitted in the HB and A-E districts subject to securing a conditional use permit.
D.
No mobile home unit shall be placed on either a private lot or a mobile home park lot and no mobile home park or campground shall be constructed, until a building permit is obtained from the building department.
E.
"Mobile home subdivisions" shall be permitted in the MR and A-E districts. All lots in a mobile home subdivision shall meet the minimum requirements of the zoning district in which they are located.
F.
In addition to the requirements of this section, all mobile home parks, campgrounds, mobile home subdivisions and combined parks shall comply with the requirements of the Wyoming Department of Health and Social Services "Mobile Home Park and Campground Regulations," and Article VI of chapter 22 of this code.
G.
Single mobile homes units on private lots shall comply with all the provisions of the zoning district in which they are located.
H.
All mobile homes shall be anchored in place as per a plan approved by the building department.
§ 24-54 Definitions.
As used in this:
CAMPGROUND
An area available for use by three or more independent or dependent travel units.
COMBINED PARK
An area specifically designed for and occupied by three or more mobile homes and independent or dependent travel units or any combination thereof.
DEPENDENT TRAVEL UNIT
Any conveyance designed to be used as a temporary or seasonal dwelling which does not have a flush toilet or shower.
INDEPENDENT TRAVEL UNIT
Any conveyance designed to be used as a temporary or seasonal dwelling which has a flush toilet or shower. The unit has a sewage storage tank.
MOBILE HOME
A transportable structure which exceeds either eight body feet in width or thirty-two body feet in length, built on a chassis and designed to be used with or without a permanent foundation, when connected to required utilities, for human occupancy as a residence, or as a temporary or permanent office. The term may include one or more components which can be retracted for towing and subsequently expanded for additional capacity, or two or more units separately towable but designed to be joined into one single unit.
MOBILE HOME PARK
An area specifically designed for and occupied by three or more mobile homes. A development consisting of individual ownership of individual lots is not considered to be a mobile home park. Land that has a mobile home situated upon it and that is owned by the resident of that mobile home is not considered to be a mobile home park.
SANITARY STATION
A facility provided for the emptying of sewage storage tanks and the flushing of sewage from storage tank hoses in independent travel units.
SELF-CONTAINED
Means that a toilet or sewage storage tank is an integral part of the unit. (See subsection D of this section.)
SERVICE BUILDING
A building housing separate toilet and shower facilities for men and women, as well as a clean-up sink.
§ 24-55 Development standards for mobile home parks, combined parks and campgrounds.
A.
All mobile home parks, combined parks and/or campgrounds shall comply with the following provisions:
(1)
All mobile home parks and combined parks shall be at least ten acres and all campgrounds shall be at least five acres in size, unless an expansion of an existing development.
(2)
The site must abut or have approved access from an arterial or collector street as designated on the City of Evanston urban systems map.
(3)
Screening and buffering of the perimeter of the site shall be required according to the landscaping requirements of section 24-37 of this chapter.
(4)
No mobile home park or combined park shall exceed a density of seven units per gross acre. No campground shall exceed a density of ten units per gross acre.
(5)
Each unit space within the site shall abut and have access to an approved public street or private roadway.
(6)
In mobile home parks and combined parks there shall be a network of pedestrian walks connecting unit spaces with each other and with other facilities in the development.
(7)
All roadways, whether public or private, walks and parking spaces shall be constructed and paved according to City standards and specifications.
(8)
All areas not covered by structures or paved surfaces shall be landscaped and maintained according to a site plan approved under section 24-37.
(9)
Street lighting shall be provided to illuminate roadways and walks.
(10)
Fire protection facilities shall be provided in accordance with the requirements of the Evanston fire department.
(11)
All utilities, including any central television or radio antenna system, shall be placed underground.
(12)
At the option of the City council, in lieu of the public land dedication required in chapter 22 of this code, an area equal to five percent of the gross area of the park or campground shall be developed as a public park and/or playground area subject to site plan approval by the planning and zoning commission.
B.
Each unit space within a mobile home park, combined park and/or campground shall comply with the following provisions:
(1)
Each unit space designated for mobile homes shall have a minimum area of four thousand square feet and shall be not less than fifty feet in width.
(2)
Each unit space designated for independent or dependent travel units shall have a minimum area of two thousand five hundred square feet and shall not be less than thirty feet in width.
(3)
Each unit space designated for mobile homes shall have a storage shed at least six feet high with a minimum capacity of two hundred sixteen cubic feet.
(4)
Within each mobile home park, combined park, or campground, there shall be at least three off-street parking spaces provided per unit, at least two of which shall be located on the unit space.
(5)
Each unit space designated for mobile homes shall have service connections for water and sewer.
(6)
Each space not designated for a mobile home shall have access to drinking water in the park or campground within three hundred feet of any such unit space.
(7)
A sanitary station shall be provided within every combined park or campground that provides unit space for independent travel units.
(8)
Each combined park or campground which provides unit spaces for dependent travel units shall provide a service building which building shall be located within three hundred feet of any such unit space. The design and construction of the service building shall be in conformance with chapter 3, section 8 of the "Wyoming Mobile Home Park and Campground Regulations."
(9)
Each unit space designated for mobile homes shall have concrete drives at least two feet wide, six inches thick and of sufficient length to accommodate the wheels and any undercarriage "blocking" of the unit.
C.
Each mobile home, independent and/or dependent travel unit within an approved mobile home park, combined park or campground shall comply with the following provisions:
(1)
All mobile homes, independent and dependent travel units shall be located on unit spaces specifically designated for that use.
(2)
Each unit shall comply with the following setback requirements:
(a)
A minimum of twenty feet between units. All annexes or structural additions shall be considered part of the unit.
(b)
No mobile home, independent or dependent or travel unit, including tongue, shall be located closer than eight feet to a private roadway or twenty feet to a public right-of-way.
(c)
There shall be a minimum of forty feet between units on opposite sides of a private roadway.
(d)
No unit shall be placed within twenty feet of any other building within or outside the park.
(e)
Setbacks from the perimeter of the park shall be as required by the applicable zoning district regulations.
(3)
Each unit shall be skirted around its perimeter within thirty days of placement in a park or campground or the unit may be placed in an excavation specifically designed to hide the wheels and undercarriage from view. Any such excavation shall have provisions for drainage approved by the City engineer.
(4)
Each mobile home shall be numbered with a space number at least three inches high with such numbers being clearly visible from the access road. The numbering requirement shall be the responsibility of the owner and/or manager of the park.
