Zones defined.

A. 
A Zones.
(1) 
Permitted A Zone uses shall be:
(a) 
Division 1. Any designated open space as set forth in this chapter.
(b) 
Division 2. Any agricultural use, including, but not limited to, single-family dwellings, maintenance buildings and other such uses necessary for the main use.
(c) 
Division 3. Any public park land or other similar recreational use, including, but not limited to, amusement rides, office buildings, retail buildings and dwellings necessary for the maintenance of the main use.
(d) 
Cannabis license types: cannabis cultivator, cannabis event organizer, cannabis manufacturer, lower potency hemp edible manufacturer, cannabis testing, cannabis wholesaler, cannabis transporter, medical cannabis combination business, cannabis, mezzobusiness, and cannabis microbusiness.
(2) 
Conditional uses:
(a) 
Multiple-family dwellings, and other residential or housing uses.
(b) 
Residential businesses.
(c) 
Other uses as determined by the City Council to be similar in scope and intensity to those listed above.
(3) 
Bulk regulations. The minimum area, setbacks, density and maximum height shall be as prescribed in the following table:

B. 
R Zones.
(1) 
Permitted R Zone uses shall be:
(a) 
Division 1. Any permanent one-family and two-family dwellings, including private garages, accessory living quarters, recreation rooms or private stables accessory to the main use.
(b) 
Division 2. Any use permitted in the R, Division 1 Zones and multiple dwellings, apartment houses and condominiums.
(c) 
Division 3. Any use permitted in the R, Division 2 Zones and mobile homes.
(2) 
Division 1 conditional uses:
(a) 
Multiple-family dwellings up to four units.
(b) 
Residential businesses.
(c) 
Hospitals, assisted living facilities, nursing homes and churches.
(d) 
Other uses as determined by the City Council to be similar in scope and intensity to those listed above.
(3) 
Division 2 conditional uses:
(a) 
Multi-family housing over eight units.
(b) 
Professional offices.
(c) 
Residential businesses.
(d) 
Hospitals, assisted living facilities, nursing homes and churches.
(e) 
Other uses as determined by the City Council to be similar in scope and intensity to those listed above
(4) 
Rules for structures in districts. For all principal structures permitted in the R-1, R-2 Districts, the following shall apply:
(a) 
The minimum width of the main portion of all principal dwellings shall be not less than 24 feet, as measured across the narrowest portion. Width measurement shall not take into account overhang of other projections.
(b) 
Shall have at least 960 square feet of habitable interior room, excluding garage and basement.
(c) 
All principal dwellings and principal structures shall be placed on a permanent footing with continuous perimeter foundation in compliance with the Uniform Building Code as adopted by the City and insulated in accordance with State of Minnesota Energy Codes.
(d) 
Manufactured homes must provide the manufacturer's approved foundation drawings.
(e) 
Side wall. In a residential and multiple-dwelling zone or in any zone with a lot with a residential dwelling, garages constructed or altered after the effective date of this amendment may have a side wall of not more than 10 feet eight inches in height. The ten-foot-eight-inch side wall is measured from the floor of the garage to the top plate.
(f) 
Accessory building regulations:
[1] 
No more than three accessory structures are allowed on a lot.
[2] 
The maximum allowable square footage of all accessory structures, when combined, on a lot is 20% of the lot size up to 1,600 square feet.
(g) 
No accessory structure is allowed on a lot without a primary structure.
(h) 
Accessory structures must be similar in appearance to the primary structure.
(5) 
Bulk regulations. The minimum area, setbacks, density and maximum height shall be as follows:

C Zones.
(1) 
Permitted C Zone uses:
(a) 
Division 1. Any office, retail, automobile service station, restaurant, bakeries, day-care center, residential or other small-scale retail or personal service use servicing the day-to-day needs of the residents of the surrounding area.
(b) 
Division 2. Any use permitted in the C, Division 1 Zones and nurseries, physical fitness centers, community and fraternal clubs, churches, libraries, and automated public utility facilities.
(c) 
Division 3. Any use permitted in the C, Division 2 Zones and supermarkets, department stores, hospitals, nursing homes, veterinary clinics, automobile sales and service stations, agriculture equipment sales and service, lumber yards, restaurants and taverns, self-storage centers, theaters, bowling alleys, museums, and hotels and motels.
(d) 
Cannabis license types: cannabis retailer, cannabis delivery service, lower potency hemp retailer.
(2) 
Conditional C Zone Uses:
(a) 
Advertising signs.
(b) 
Light assembly production.
(c) 
Single and multi-family dwellings.
(d) 
Utility structures.
(e) 
Large-scale retail, commercial and wholesale uses.
(f) 
Distributors.
(g) 
Major automobile repair shops, machine shops, woodworking shops.
(h) 
Meat markets where slaughtering of animals occurs.
(i) 
Other uses as determined by the City Council to be similar in scope and intensity as those uses listed above.
(j) 
Cannabis license types: cannabis cultivator (indoor), cannabis event organizer, cannabis manufacturer, lower potency hemp edible manufacturer, cannabis testing, cannabis wholesaler, cannabis transporter, medical cannabis combination business, cannabis, mezzobusiness, and cannabis microbusiness.
(3) 
Bulk regulations. The minimum area, setbacks, density and maximum height shall be as prescribed in the following table:

M Zones.
(1) 
Allowable M Zone uses shall be:
(a) 
Division 1. Any light manufacturing or industrial use, such as warehouses, research or testing laboratories, product distribution centers, woodworking shops, auto body shops, furniture assembly, dry-cleaning plants, machine shops, and boat building storage yards.
(b) 
Division 2. Any use permitted in the M, Division 1 Zone and stadium and arenas, indoor swap meets, breweries, liquid fertilizer manufacturing, carpet manufacturing, monument works and a regional recycling center.
(c) 
Cannabis license types: cannabis cultivator, cannabis event organizer, cannabis manufacturer, lower potency hemp edible manufacturer, cannabis testing, cannabis wholesaler, cannabis transporter, medical cannabis combination business, cannabis, mezzobusiness, and cannabis microbusiness.
(2) 
Conditional Uses:
(a) 
Heavy manufacturing.
(b) 
Junk yards, auto reduction yards and open storage yards.
(c) 
Other uses as determined by the City Council to be similar in scope and intensity to those listed above.
(3) 
Bulk regulations. The minimum area, setbacks, density, and maximum height shall be as follows:

E. 
Prohibited use in certain zones. Farm animals shall not be kept within the following zones: R Zones, C Zones, and M-Zones.
