CHAPTER 6

REGULATIONS WITHIN ZONES

10-6A-1: INTENT:

The RA-1 residential-agricultural zone covers certain fringe areas of the city where residential areas may be integrated with the raising of livestock for family food production and for the pleasure of the people who reside on the premises. (Ord. 4-8-86, 4-8-1986)

10-6A-2: PERMITTED USES:

The following buildings, structures and uses of land shall be permitted upon compliance with requirements set forth in this title:
Accessory signs and nameplates which do not exceed two hundred twenty six (226) square inches in area.
Churches, not including temporary revival tents or buildings.
Foster care homes.
Greenhouses and the selling of fruits, vegetables, plants, chemicals, insecticides, fertilizers, soils and planters; provided, that the sale thereof may occur only between the hours of seven o'clock (7:00) A.M. and seven o'clock (7:00) P.M. Monday through Saturday. No more than one sign, nonelectrical, with a maximum size of two hundred twenty six (226) square inches. At least five (5) parking spaces must be available on the premises or its frontage and all buildings must comply with all setbacks and other requirements for accessory buildings. Storage of all materials must be within the greenhouse or other accessory buildings.
Growing of field crops and fruit.
Home occupations subject to the provisions of section 10-8-2 of this title.
Household pets and kennels.
Low impact businesses.
Machinery and equipment sheds used for storage of equipment in connection with agricultural activities performed on the premises.
One-family dwellings, conventional construction.
Public agency parks and playgrounds.
Public and parochial schools and grounds.
Public buildings and grounds, not including storage yards or repair shops.
Public utility lines and buildings.
Residential accessory uses and structures.
Rest homes and daycare centers when approved by the city council. In approving such uses, the city council may attach reasonable conditions in excess of those required within the zone, including, but not limited to, an increase in minimum lot size, additional setbacks, increased parking.

10-6A-4: LOCATION REQUIREMENTS:

   A.   Front Setback:
      1.   Main Buildings: All dwellings and other main buildings and structures shall be set back not less than thirty feet (30') from the front lot line.
      2.   Accessory Buildings: All accessory buildings shall be set back not less than twelve feet (12') from the rear of the closest rear wall line of the main building and not less than twelve feet (12') from any side wall of the main building. Accessory buildings which are located twelve feet (12') or closer to a main building shall be considered as part of the main building. Where no main building exists on a lot, a detached accessory building shall be set back not less than sixty feet (60') from the front lot line.
   B.   Side Setback; Interior Lots:
      1.   Main Buildings: All dwellings and other main buildings shall be set back not less than twenty feet (20') from the side lot line.
      2.   Accessory Buildings: All accessory buildings shall be set back not less than five feet (5') from the lot line, except that no minimum side setback shall be required when all the following conditions are met:
         a.   The accessory building is located more than twelve feet (12') from any existing dwelling on the same or an adjacent lot;
         b.   The accessory building contains no openings on the side contiguous to the lot line;
         c.   No drainage from the roof will be discharged onto an adjacent lot.
   C.   Side Setback; Corner Lots:
      1.   Side Abutting Street: All dwellings and other main and accessory buildings shall be set back not less than thirty feet (30') from the side lot line which abuts on a street.
      2.   Interior Side: Same as required for interior lots.
   D.   Rear Setback; Interior Lots:
      1.   Main Buildings: All dwellings or other main buildings shall be set back not less than thirty feet (30') from the rear lot line.
      2.   Accessory Buildings: All accessory buildings shall be set back not less than five feet (5') from the lot line, except that no minimum rear setback shall be required when all the following conditions are met:
         a.   The accessory building is located more than twelve feet (12') from any existing dwelling on the same or an adjacent lot;
         b.   The accessory building contains no openings on the side contiguous to the lot line;
         c.   No drainage from the roof will be discharged onto an adjacent lot.
   E.   Rear Setback; Corner Lots:
      1.   Main Buildings: All dwellings and other main buildings shall be set back not less than thirty feet (30') from the rear lot line, except that where a carport or garage is attached to the rear of the dwelling, the required rear setback for said carport or garage may be reduced to not less than twenty feet (20') as measured from the rear lot line to the closest part of the building.
      2.   Accessory Buildings: All accessory buildings shall be set back not less than five feet (5') from the rear lot line, except that no minimum rear setback shall be required when all the following conditions are met:
         a.   The accessory building is located more than twelve feet (12') from any existing dwelling on the same or an adjacent lot;
         b.   The accessory building contains no openings on the side contiguous to the lot line;
         c.   No drainage from the roof will be discharged onto an adjacent lot;
         d.   The accessory building will be set back not less than fifty feet (50') from the side lot line abutting the street. (Ord. 4-8-86, 4-8-1986)

10-6A-5: HEIGHT OF BUILDINGS:

The maximum height of any building (measured from finished grade to the square of the building) shall be twenty feet (20') or two (2) stories. Twenty foot (20') high buildings will be considered as a two-story building. Where the ground or the square of the building is uneven in height, the average elevation thereof shall apply. Roofs above the square, chimneys, flagpoles, television antennas, church towers and similar structures not used for human occupancy are excluded in determining height. 10-6A-6: SIZE OF DWELLING:

The ground floor area of any one-family dwelling shall not be less than eight hundred forty (840) square feet of living area exclusive of open porches, carports, garages and similar add ons. (Ord. 2004-4, 12-16-2004)

10-6A-7: WIDTH OF BUILDINGS:

The total length or total width of any dwelling or church shall be not less than twenty four feet (24') as measured from outside wall to outside wall exclusive of any carport, garage, shed or similar add on. (Ord. 4-8-86, 4-8-1986)

10-6A-8: SPECIAL PROVISIONS:

Special provisions shall apply in this zone in order to protect its essential characteristics.
   A.   Free From Refuse And Debris: The space required around buildings and structures shall be kept free from refuse and debris.
   B.   Public Water Supply; Code Compliance: All buildings used for human occupancy shall be furnished with a public water supply and shall be constructed in accordance with the adopted building, plumbing, electrical, fire prevention and similar codes.
   C.   Supplementary Development Standards: All buildings and uses within this zone shall comply with all applicable supplementary development standards as set forth in this title. (Ord. 4-8-86, 4-8-1986)
   D.   Landscaping: At least seventy five percent (75%) of the area contained within a required front yard or side yard or side yard adjacent to a street shall be landscaped. (Ord. 4-8-86, 4-8-1986; amd. 1998 Code)

10-6A1-1: INTENT:

The RA-2 residential-agricultural zone will be a subzone of the RA-1 residential-agricultural zone. (Ord. 2008-2, 3-27-2008)

10-6A1-2: PERMITTED USES:

Permitted uses shall be the same as within the RA-1 residential- agricultural zone with the exception of kennels. Kennels will be considered a nonpermitted use in the RA-2 residential- agricultural zone. (Ord. 2008-2, 3-27-2008)

10-6A1-4: LOCATION REQUIREMENTS:

10-6B-1: INTENT:

The R-1-10,000 Residential Zone has been established for the purpose of providing a place where one-family detached dwellings on spacious individual lots can be constructed, having attractively landscaped yards and a favorable environment for family life. Uses such as multiple-family dwellings, apartment houses and commercial and industrial uses are not permitted in this Zone. (Ord. 4-8-86, 4-8-1986)

10-6B-2: PERMITTED USES:

The following buildings, structures and uses of land shall be permitted upon compliance with the requirements set forth in this Title:
   A.   One-family dwellings, conventional construction and "manufactured homes", as defined by this Title.
   B.   Residential accessory uses and structures.
   C.   The growing of field crops and fruit.
   D.   Greenhouses and the selling of fruits, vegetables, plants, chemicals, insecticides, fertilizers, soils and planters; provided, that the sale thereof may occur only between the hours of seven o'clock (7:00) A.M. and seven o'clock (7:00) P.M. Monday through Saturday. No more than one sign, nonelectrical, with a maximum size of two hundred twenty six (226) square inches. At least five (5) parking spaces must be available on the premises or its frontage and all buildings must comply with all setbacks and other requirements for accessory buildings. Storage of all materials must be within the greenhouse or other accessory buildings.
   E.   Machinery sheds used for storage equipment used in connection with agricultural activities performed on the premises.
   F.   Utility lines.
   G.   Home occupation subject to the provision of Section 10-8-2 of this Title.
   H.   Accessory signs and name plates which do not exceed two hundred twenty six (226) square inches in area and temporary signs advertising the sales of the premises which shall not exceed sixteen (16) square feet.
   I.   Public and parochial schools and grounds.
   J.   Public agency parks and playgrounds.
   K.   Public buildings and grounds.
   L.   Churches, not including temporary revival tents or buildings.
   M.   Household pets, however, kennels are not allowed.
   N.   Foster care and family care homes.
   O.   Fences, walls and hedges.
   P.   Temporary uses subject to the provisions of Chapter 9 of this Title.

      1.   Main Buildings: All dwellings and other main buildings shall be set back not less than eight feet (8') from either side lot line and the combined total distance of the two (2) side setbacks shall be not less than twenty feet (20'), except that where a carport or garage is attached to a side of a dwelling, the required side setback for said carport or garage may be reduced to not less than six feet (6'), as measured from the side lot line to the closest part of the building, and the combined required distance of both side yards shall be reduced to not less than fourteen feet (14').
      2.   Accessory Buildings: Same as required in RA-1 Zone.
   C.   Side Setback; Corner Lots: Same as required in RA-1 Zone.
   D.   Rear Setback, Interior Lots: Same as required in the RA-1 Zone.

10-6C-1: INTENT:

The R-1-7500 residential zone has been established for the purpose of providing a place where one-family detached dwellings on spacious individual lots can be constructed, having attractively landscaped yards and a favorable environment for family life. Somewhat smaller lots and dwellings are characteristic of this zone than are characteristics of the R-1-10,000 zone. Uses such as high density apartment houses and commercial and industrial uses are not permitted in this zone. (Ord. 4-8-86, 4-8-1986)

10-6C-2: PERMITTED USES:

The following buildings, structures and uses of land shall be permitted upon compliance with the requirements set forth in this title:
   A.   Same as permitted in the R-1-10,000 zone.
   B.   One-family dwellings, including double wide mobile homes with a minimum width of twenty four feet (24'), manufactured as one unit; provided, that said mobile home meets all HUD requirements in effect from and after June 1976, as amended from time to time and further provided, that the provisions of section 10-4-21 of this title are fully complied with. 10-6D-1: INTENT:

The R-2-7500 residential zone has been established for the purpose of providing a place where one- and two-family detached dwellings on spacious individual lots can be constructed, having attractively landscaped yards and a favorable environment for family life. Somewhat smaller lots and dwellings are characteristics of this zone than are characteristic of the R-1-10,000 zone. Uses such as multiple- family dwellings are not permitted in this zone. 10-6D-2: PERMITTED USES:

The following buildings, structures and uses of land shall be permitted upon compliance with the requirements set forth in this title:
   A.   Same as permitted in R-1-7500 zone.
   B.   Manufactured home parks when connected to a central sewage system and subject to the requirements relating to manufactured home parks as set forth under chapter 7, article C of this title.
   C.   Recreation vehicle courts, subject to the requirement set forth under chapter 7, article D of this title.
   D.   Two-family dwellings, conventional construction.

A two-family dwelling shall contain a ground floor area of not less than one thousand two hundred (1,200) square feet. Ground floor area shall be exclusive of open porches, carports, garages, sheds and similar add-ons. This requirement shall not apply to mobile homes located within an approved manufactured home park. 10-6E-6: SIZE OF DWELLING:

The ground floor area of a one-family dwelling shall be not less than eight hundred forty (840) square feet. A two-family dwelling shall contain a ground floor area of one thousand two hundred (1,200) square feet. A multiple-family dwelling shall contain a ground floor area of one thousand two hundred (1,200) square feet for the first two (2) units, plus six hundred (600) square feet of living area for each unit over two (2). All area shall be exclusive of open porches, carports, garages, sheds and similar add-ons. This requirement shall not apply to manufactured/mobile homes located within an approved manufactured home park. (Ord. 2004-4, 12-16-2004)

10-6E-7: WIDTH OF BUILDING:

10-6E-8: SPECIAL PROVISIONS:

   A.   Same as required in RA-1 zone.
   B.   Landscape plans shall be required in connection with all multiple-family dwellings. (Ord. 4-8-86, 4-8-1986)

10-6F-1: INTENT:

The intent in establishing the CC-1 Central Commercial Zone is to provide a place where retail and service uses can be constructed and maintained which will serve the needs of the citizens of the City and surrounding areas. It is the further intent in establishing this Zone to maintain the central business district as the "heart of the City" and to these ends, to promote its development in step with the increase in population within the trading area. The uses characteristic of this Zone are retail stores, banks, office buildings, theaters, motels and a wide variety of specialty shops. Conversely, uses which tend to create business dead spots, cause undue scattering of business and generally tend to thwart the use of the land for its primary purpose, have been excluded from the Zone. 10-6F-2: PERMITTED USES:

The following buildings, structures and uses of land shall be permitted upon compliance with the requirements set forth in this Title:
   A.   General retail stores and shops providing goods and services for sale at retail in the customary manner; provided, that all storage and sales activities shall be contained within a building. Also, manufacturing and processing activities which are an integral part of and incidental to the retail establishment.
   B.   Accessory signs.
   C.   Hotels and motels.
   D.   Office buildings, medical clinics, hospitals.
   E.   Restaurants and food drive-ins.
   F.   Personal service establishments, such as barber shops and beauty shops, photographic studios, shoe repair, laundries (commercial and self-service), reception centers and similar establishments.
   G.   Automotive service establishments, including gasoline stations, car washes, parking lots and storage garages, and minor automotive repair establishments.
   H.   Public parks and buildings.
   I.   Establishments for the sale of hardware, lumber, plumbing and heating equipment and similar building products. All storage activities shall be within a building or within an enclosure surrounded by a fence not less than six feet (6') in height.
   J.   Automobile, motorcycle, snowmobile sales structures and lots (for both new and used units). Also the related repair facilities when such facilities are included as an integral part of the sales structure.
   K.   Recreational enterprises, including bowling alleys, recreation centers, motion picture theaters (indoor only), athletic clubs, private clubs and fraternal lodges.
   L.   Funeral homes.
   M.   Other uses similar to the foregoing uses which are interpreted by the Planning Commission to be in harmony with the intent of the Zone.
   N.   Permitted accessory uses. Accessory uses and structures shall be permitted in the CC-1 Zone, provided they are incidental to and do not substantially alter the character of the permitted principle use or structure. Such permitted accessory uses and structures include, but are not limited to, buildings, such as garages, carports and equipment storage buildings, which are customarily used in conjunction with and incidental to a principle use or structure permitted in the CC-1 Zone. 10-6F-3: AREA, WIDTH AND LOCATION REQUIREMENTS:

There shall be no area, width and location requirements for commercial buildings and structures constructed in accordance with the Building Code, except that an area sufficient to accommodate parking, unloading and access shall be provided and maintained. (Ord. 4-8-86, 4-8-1986)

10-6F-4: SPECIAL PROVISIONS:

   A.   Storage Of Materials: All materials, merchandise and equipment (except vehicles in running order) shall be stored within an enclosed building or within an enclosure surrounded by a fence not less than six feet (6') in height.
   B.   Activities Within Enclosed Building: All display, sales and repair activities shall be conducted within a fully enclosed building, except those activities that are customarily and appropriately conducted in the open, including, but not limited to, automobile service stations, temporary sales of Christmas trees and nursery stock shall be permitted outside a building unless otherwise prohibited under the terms of this Title.
   C.   Odor, Dust, Noise: No dust, odor, smoke, vibration or intermittent light, glare or noise shall be emitted which is discernible beyond the premises except for normal traffic movements.
   D.   Parking Surface: All off-street parking shall be hard surface.
   E.   Entrances: All buildings located adjacent to a major street shall have at least one entrance way facing onto said street.
   F.   Supplementary Development Standards: All buildings and uses within this Zone shall comply with all applicable supplementary development standards as set forth in this Title.
   G.   Gasoline Pumps: All gasoline service station pumps shall be set back at least twenty feet (20') from all property lines. (Ord. 4-8-86, 4-8-1986)

10-6G-1: INTENT:

The H-1 Highway Commercial Zone has been established for the primary purpose of providing a location where certain types of retail and service commercial activities which are inconsistent with and detrimental to the operation of the Central Commercial Zone. The Zone is characterized by a mixture of commercial and residential uses. However, as assurance that the commercial activities will not pose undue detrimental effect on surrounding dwellings, certain requirements and approvals relating to the design and operation of commercial uses have been imposed within the Zone. In order to accomplish the objectives and purposes of this Title and to stabilize and protect the essential characteristics of this Zone, the following regulations shall apply in the H-1 Highway Commercial Zone. 10-6G-2: PERMITTED USES:

The following buildings, structures and uses of land shall be permitted upon compliance with the requirements as set forth in this Title:
   A.   Any use permitted in the RA-1 Zone.
   B.   Automobile service stations.
   C.   Establishments for the sale of automobiles, motorcycles, snowmobiles and similar types of vehicles.
   D.   Automobile repair establishments, provided all repair activities will be conducted within an enclosed structure and that there will be no outside storage of parts of nonoperative vehicles.
   E.   Recreation vehicle courts, subject to the requirements set forth under Article 7D of this Title.
   F.   Lumber and building materials sales establishments.
   G.   Convenience goods store (mini markets) for the sale of food and variety products; provided, that the total floor area devoted to such use shall not exceed two thousand four hundred (2,400) square feet.
   H.   Hotels and motels.
   I.   Office buildings, medical clinics.
   J.   Restaurants and food drive-ins.
   K.   Personal service establishments, such as barber and beauty (commercial and self-service), reception centers and similar establishments.
   L.   Funeral homes.
   M.   Other uses similar to the foregoing uses which are interpreted by the Planning Commission to be in harmony with the intent of the Zone. (Ord. 4-8-86, 4-8-1986)

10-6G-3: AREA, HEIGHT AND SPECIAL PROVISIONS:

   A.   Dwellings: The area, width, location, height, size of dwelling, width of building and special provisions relating to dwellings and individual mobile homes shall be the same as required in the RA-1 Residential-Agricultural Zone. (Ord. 4-8-86, 4-8-1986)
   B.   Commercial Uses: The area, width, location and other requirements for commercial and other uses shall be the same as set forth in the location plan as approved by the Planning Commission; provided, that all buildings, except agricultural sheds, shall be set back from the right-of-way line of any public street a distance of not less than fifty feet (50'). 10-6G-4: SPECIAL PROVISIONS FOR COMMERCIAL USES:

   A.   Site Plan: Prior to commencing the use of land or construction of a structure, which land or structure is to be used for commercial purposes, a site plan showing the lot boundaries and the location of all buildings, structures, driveways, parking areas, loading areas, fences, walls and landscaped areas and indicating the type of commercial uses proposed shall be submitted to and approved by the Planning Commission. In reviewing the site plan, the Planning Commission shall, in addition to any other issue, consider the following:
      1.   Is the proposed use permitted within the Zone?
      2.   Will the use and layout conform to all applicable regulations, including, but not limited to, off-street parking and vehicle access, and other special provisions?
      3.   Is the proposed use and layout consistent with existing adjacent uses and will the proposed commercial use be of a type and be conducted in a manner which will be compatible with other uses within the Zone?
      4.   Will the proposed use have adequate and safe access; provide adequate off-street parking; and be served by adequate water supply (fire and culinary); and wastewater disposal system? (Ord. 4-8-86, 4-8-1986)
The Planning Commission may deny a nonauthorized use and/or require changes in the proposed plan when in its opinion, such changes are necessary for the protection of health or safety or the maintenance of property values and the preservation of the living environment. If a building use is going to be changed from one business to another or changed to residential, it must be presented to the City Council for approval. (Ord. 4-8-86, 4-8-1986; amd. 1998 Code)
   B.   Operations: All establishments shall be operated in a manner that no noise, vibration, smoke, odor, dust or fumes are emitted which is discernible beyond the boundary of the property except for customary vehicular noise.
   C.   Water And Sewer System: All buildings used for human occupancy shall be furnished with an approved water and sewer system. (Ord. 4-8-86, 4-8-1986)

10-6H-1: INTENT:

The intent in establishing the SC-1 Planned Shopping Center Zone is to provide a way for the development of retail commercial centers within the City. The Zone shall be characterized by a harmonious grouping of retail and service stores and shops which are architecturally designed as an integrated unit. Lighting shall be of a relatively low intensity and should be shielded to protect surrounding residential areas. Developers and owners of the stores and shops within the center should bear in mind that the privilege of providing the goods and services carries with it a corresponding responsibility to develop and maintain the facilities in harmony with the aesthetic qualities of the surrounding area. 10-6H-2: PERMITTED USES:

Uses within this Zone shall be limited to planned shopping center developments which are constructed and maintained in accordance with the applicable provisions of Chapter 7 of this Title and the Articles contained therein. (Ord. 4-8-86, 4-8-1986)

10-6H-3: SPECIAL PROVISIONS:

Special provisions shall apply in this Zone in order to protect its essential characteristics.
   A.   Free From Refuse And Debris: The space required around buildings and structures shall be kept free from refuse and debris.
   B.   Public Water Supply; Code Compliance: All buildings used for human occupancy shall be furnished with a public water supply and shall be constructed in accordance with the adopted building, plumbing, electrical, fire prevention and similar codes.
   C.   Supplementary Development Standards: All buildings and uses within this Zone shall comply with all applicable supplementary development standards as set forth in this Title. (Ord. 4-8-86, 4-8-1986)

10-6I-1: INTENT:

The intent in establishing the I-1 Industrial Zone is to provide a place where manufacturing, processing, warehousing and fabrication of goods and materials can be carried on most appropriately and with minimum conflict or deleterious effects upon surrounding properties. The further intent in establishing the Zone is to promote the economic well-being of the people and to broaden the tax base. In an effort to give protection to adjoining residential zones, certain types of industrial uses are excluded, such as industries which are hazardous or are offensive due to the unusual emission of odors, vibration, dust, glare, noise or fumes. Because of the adverse effects which occur when permitted to commingle, dwellings, schools, churches and most general retail and service commercial establishments have been excluded from the I-1 Industrial Zone. 10-6I-2: PERMITTED USES:

The following buildings, structures, and uses of land shall be permitted in this Zone upon compliance with the requirements set forth herein:
   A.   Manufacturing, compounding, processing, packaging, fabrication and warehousing of goods and materials, except for the processing of animal by-products and for livestock feed yards, and except for steel manufacturing, oil refineries, wall board manufacturing and similar establishments which emit offensive fumes, smoke, noise, odor, etc.
   B.   Asphalt and concrete mixing plants, coal yards, earth moving equipment and equipment storage, gas and oil wells, gas and oil storage facilities, public buildings and public utility buildings, craft shops, tire recapping establishments, billboards, accessory signs.
   C.   Automobile wrecking and salvage yards, when surrounded by a well maintained sight obscuring fence constructed to a height of at least eight feet (8') so that the material stored in the enclosure cannot be observed from any street adjacent to the yard.
   D.   Mines, gravel pits, sand pits, clay pits, rock quarries, rock crushers and buildings and structures in connection therewith; also railroads and railroad maintenance yards.
   E.   Agriculture, farm machinery storage sheds, vegetable and fruit packing and processing plants, and livestock raising.
   F.   Utility transmission lines and substations, water treatment plants, pumping plants, power plants.
   G.   Office buildings and research parks.
   H.   Accessory buildings and parking lots incidental and accessory to other permitted uses, fences and walls.
   I.   Other uses ruled by the City Council to be similar to uses specifically permitted in the Zone and which will harmonize with the objectives and characteristics of the I-1 Industrial Zone. (Ord. 4-8-86, 4-8-1986)

10-6I-3: AREA REQUIREMENTS:

There shall be no area requirements, except that an area sufficient to accommodate setback requirements, off-street parking, loading and unloading and vehicular access shall be provided and maintained. (Ord. 4-8-86, 4-8-1986)

10-6I-4: WIDTH REQUIREMENTS:

No requirements. (Ord. 4-8-86, 4-8-1986)

10-6I-5: LOCATION REQUIREMENTS:

   A.   Front Setback: No requirements, except that all buildings shall be set back not less than thirty feet (30') from the right-of-way line.
   B.   Side Setbacks; Interior Lots: No requirements, except that when located adjacent to a residential zone, all buildings shall be set back not less than ten feet (10').
   C.   Side Setbacks; Corner Lots: For the interior side, the setback shall be the same as for interior lots (see subsection B of this Section). For the side abutting on a street, all buildings shall be set back not less than thirty feet (30').
   D.   Rear Setbacks: Same as required for rear setback; interior lots. (Ord. 4-8-86, 4-8-1986)

10-6I-6: HEIGHT OF BUILDINGS:

No requirements. (Ord. 4-8-86, 4-8-1986)

10-6I-7: SPECIAL REQUIREMENTS:

   A.   Sight Restriction: No wall, fence, opaque hedge or screening material shall be placed in such a manner which would restrict the sight distance for vehicular traffic in the public right of way.
   B.   Parking And Loading Space: Adequate off-street parking and loading space to accommodate employees and customers shall be provided on the same lot or parcel as the principal use.
   C.   Site Plan: Prior to the construction of any building, structure, fence or wall, a site plan must be submitted to and approved by the Planning Commission. Said site plan shall show the location of all existing and proposed buildings, roads, parking areas and landscape areas.
   D.   Public Water Supply; Code Conformance: All buildings used for human occupancy shall be furnished with a public water supply and shall be constructed in accordance with the adopted building, plumbing, electrical, and fire prevention and similar codes.
   E.   Supplementary Development Standards: All buildings and uses within this Zone shall comply with all applicable supplementary development standards as set forth in this Title.
   F.   Landscaping: At least fifty percent (50%) of the front yard area shall be landscaped. (Ord. 4-8-86, 4-8-1986)
