Sec. 21-4-1.- Planning.

G.S. 160D-501 requires the adoption and maintenance of a comprehensive plan or land-use plan in order for a local government to adopt and apply zoning regulations within its planning and zoning jurisdiction. The Foxfire Village Council has adopted and maintains both a comprehensive long-range plan and a land use plan. Both plans shall be periodically updated, with current versions posted on the village website.

The comprehensive long range plan sets forth goals, policies, and programs intended to guide the present and future physical, social, and economic development of the jurisdiction. The land-use plan uses texts and maps to designate the future use and re-use of land. The comprehensive long range plan and the land-use plan are intended to guide the coordinated, efficient, and orderly development of the village and its extra-territorial jurisdiction based on an analysis of present and future needs. Amendments to the plan or the adoption of new plans is a legislative decision to be made by the village council with the advice and recommendation of the planning and zoning board using the procedures set forth in article V (Process for adoption and amendment of development regulations) of this UDO. The comprehensive long range plan and the land-use plan are advisory in nature without independent regulatory effect, and do not expand, diminish, or alter the scope of authority for development regulations adopted under this UDO. The comprehensive long range plan and the land-use plan shall be considered by the planning and zoning board and the village council when considering proposed zoning regulations or amendments thereto.
