ARTICLE XXIII

Antennas

§ 23.1 Application.

This article shall govern the erection or construction of all conventional and satellite television and radio antennas, no matter which district, the antenna is to be located in.

§ 23.2 Location of antennas.

(a) 
A conventional television or radio antenna may be placed on the roof of any main or accessory building on any lot in the city, and a satellite television or radio antenna may be placed on the roof of any main or accessory building of a business or industrial use in the city.
(b) 
No conventional or satellite television or radio antenna may be placed in the front yard of any lot in the city.
(c) 
A ground-mounted conventional television or radio antenna may be placed on a lot only in the rear yard.
(d) 
A ground-mounted satellite television or radio antenna may only be placed in the rear yard of any lot in the city, provided, however, with respect to lots in residential districts on a convincing showing by the owner that a reasonably satisfactory television or radio signal cannot be obtained from a rear yard location, the board of appeals may permit the antenna to be located on the roof of any main or accessory building on the lot.
(e) 
All ground-mounted television and radio receiving antennas and satellite television and radio antennas shall be located no less than ten feet from any lot line.
(f) 
No ground-mounted television or radio receiving antenna or satellite television antenna may be erected over a public utility easement.

§ 23.3 Antenna size limitations.

(a) 
No ground-mounted satellite television or radio antenna may exceed ten feet in height, as measured from the ground to the highest point of the antenna.
(b) 
No roof-mounted satellite television or radio antenna may extend above the level of the roof upon which it is placed, more than six feet, unless it is to be installed on a multi-story building of four or more stories, in which case the antenna may not exceed ten feet in height above the level of the roof upon which it is placed.
(c) 
The diameter of satellite television or radio antennas shall not exceed 12 feet.

§ 23.4 Antenna number.

(a) 
All residential districts. No lot shall have more than one satellite television or radio antenna at any one time.
(b) 
All other districts. No lot shall have more than three satellite television or radio antennas at any one time.

§ 23.5 Miscellaneous provisions.

(a) 
The board of appeals, or the zoning administrator in appropriate cases, may require that a satellite television or radio antenna in a residential district be of a mesh design, of an appropriate color to blend into the surroundings and subject to appropriate screening to screen antennas from ground level view of persons on streets, sidewalks, and surrounding lots.
(b) 
All television and radio antennas shall be grounded against direct lightning strikes.
(c) 
All television and radio antennas shall be erected in a secure, wind-resistant manner.
(d) 
All wiring necessary for the use of the antennas shall be buried underground in the following cases:
(1) 
Between any ground-mounted antenna and any building.
(2) 
Between the building on which a roof-mounted antenna is located and any other building on the lot.

§ 23.6 Permit required.

No satellite television or radio antenna or ground-mounted conventional television or radio antenna may be erected on any residential lot without obtaining a conditional use permit from the board of appeals except that such an antenna which is 29 inches or less in diameter may be erected with the approval of the zoning administrator.
