(a) Minimum Requirements. The provisions of this Zoning Code shall be held to be the minimum requirements for the promotion of the public health, safety, morals and welfare.
(b) Relationship With Other Laws. Where the conditions imposed by any provision herein upon the use of land or buildings or upon the bulk of buildings are either more restrictive or less restrictive than comparable conditions imposed by any other provision herein or any other law, ordinance, resolution, rule or regulation of any kind, the regulations which are more restrictive (or which impose higher standards or requirements) shall govern.
(c) Conflicts With Illinois Municipal Code. No provision of this Zoning Code shall be construed as being in conflict with 65 ILCS 5/11-13-1 et seq. or 65 ILCS 5/11-14-1 et seq. If any such conflict exists, the conflicting provision of this Zoning Code shall be separable and void. All pertinent and applicable provisions of 65 ILCS 5/11-13-1 et seq. or 65 ILCS 5/11-14-1 et seq., as heretofore and hereafter amended, are incorporated herein by reference.
(d) Effect of Existing Agreements. This Zoning Code is not intended to abrogate any easement, covenant or any other private agreement, provided that where the regulations of this Zoning Code are more restrictive (or impose higher standards or requirements) than such easements, covenants or other private agreements, the requirements herein shall govern.
