means any mechanical or electrical machine which, upon the insertion of a coin, slug, token, plate or disc, or for which playtime is sold, may be operated by the public generally for use as a game, entertainment or amusement, with or without registering a score, for the purpose of testing the operator's skill. "Amusement device" includes, but is not limited to, video games, pool tables, air hockey, foosball, pinball machines, skill ball, mechanical grab machines and all similar skill testing devices. "Amusement device" does not include amusement rides, sound or music devices, vending machines, movie machines, publication dispensing devices or bowling alleys.

means any place, location, or premises where either the primary use is the availability and public operation of amusement devices or where five or more amusement devices are available for public use and operation.
