The Common Council may from time to time, on its own motion or on petition, amend, supplement or change this chapter, including the Official Zoning Map.[1]

§ 21-48 Amendment procedure.
The Common Council shall refer every proposed amendment to the Planning Committee for a report and recommendation. If the Common Council does not receive a report and recommendation from the Planning Committee within 60 days of submitting the proposed amendment, the Common Council may proceed with the necessary hearing.
Required hearing. No amendment to this chapter shall become effective until a public hearing is held before the Planning Committee where parties in interest and citizens shall have the opportunity to be heard.
Notice of hearing. A Class 2 notice in accordance with Ch. 985, Wis. Stats., shall be published in the City's official newspaper once during each of the two weeks prior to such hearing. At least 10 days before the public hearing, a written notice of such hearing shall also be given to the clerk of any municipality whose boundaries are within 1,000 feet of any lands included in the proposed amendment. Written notification to all adjacent property owners must be given. Failure to give such notice shall not invalidate such amendment.
§ 21-50 Final approval.

An amendment shall become effective upon a majority vote of the members of the Common Council voting on the proposed change.
