The M-1 light industrial district is established to preserve areas for industrial and related uses of such a nature that they do not create serious problems of compatibility with other kinds of land uses. Uses permitted in this district should not generate noise levels, light, odor or fumes that would constitute a nuisance or hazard.
Food products, cosmetics, and pharmacology manufacturing, compounding, processing, and packaging; except fish and meat products and the reducing and refining of fats and oils;
Manufacture, compounding, processing, packaging or treatment of such products as bakery goods, candy, cosmetics, dairy products, drugs, food and beverage products;
Manufacture, compounding, assembling or treatment of articles of merchandise from previously prepared materials, such as bone, cellophane, canvas, cloth, and glass;
Parking lots within 500 feet of a C-2 district boundary, provided such lots are paved and the development complies with the landscape and fencing requirements of the C-1 district, as enumerated in GMC § 17.42.060;
Small animal hospitals when located not closer than 150 feet from any residential district and 400 feet or more from any hospital, nursing home, or institutions for the care of the infirm; providing the animals are housed indoors;
On-site hazardous waste treatment and storage facilities as an accessory use to any activity generating hazardous waste and lawfully allowed in this zone; provided, that such facilities meet state siting criteria adopted pursuant to the requirements of RCW 70.105.210.
Single-family residential use within the business structures. Such residential use shall not exceed 40 percent of the business structure and the residence's entrance must not front on the same street as the business entrance. It is the intention of this provision to allow business owners or managers to maintain a residence at the business site.

The following uses are prohibited in the M-1 district:
Minimum lot area: not required except for nonconforming residential uses which must retain a minimum of 5,000 square feet for single-family and 3,000 square feet for each additional unit;
Minimum yard setbacks: none required, except as required by Chapters 17.75 and 17.78 GMC, and by GMC § 17.74.020 where an industrial zone adjoins a residential district;
