The uses permitted by right or with a use permit in each district shall be determined from the Permitted Use Schedule hereby adopted in this Article.

Uses shown as "Use By Right" in any district, which are denoted with a "P" in the Permitted Use Schedule, shall be permitted in such district, subject to the other requirements of this Ordinance.

Uses shown as "Allowed by Conditional Use Permit" in any district, which are denoted with a "C" in the Permitted Use Schedule, shall be permitted in such district only upon issuance of a Conditional Use Permit in accordance with the procedures and standards of this Ordinance, and subject to other requirements of this Ordinance.

Uses not shown as a "Use by Right" ("P") or as "Allowed by Conditional Use Permit" ("C") in a district, meaning that the corresponding cell is blank or vacant of any letter, are not permitted in such district unless otherwise expressly permitted under this Ordinance, in accordance with this Section.

Other than those uses expressly allowed by Section 4-1.1 and the Permitted Use Schedule which it adopts, the only lawful uses of property in the City of Greenville are uses which were legally established prior to the adoption of this Ordinance or its predecessors but which now are inconsistent with the requirements of this Ordinance if such uses meet the requirements of this Ordinance for a valid nonconforming use.

It is recognized that new types of land use will arise in the future, and forms of land use not presently anticipated may seek to locate in the City of Greenville. In order to provide for such changes and contingencies, a determination as to the appropriate classification of any new or unlisted form of land use in the Permitted Use Schedule (Section 4-1.7) shall be made as follows.[:]
