Comment: "Best available control technology" is an emission limitation based on the maximum degree of reduction of each process stack emission constituents, which the mutually agreed upon consultant determines on a case-by-case basis to be achievable, taking into account environmental and economic impacts and other costs. The best available control technology so determined may be more stringent, but not less stringent, in terms of emission reduction required, than the determination of best available control technology for the same process stack emission accepted by the Allegheny County Health Department in its administration as set forth in Article 20 of the Rules and Regulations of the Allegheny County Health Department with air pollution control. |
