The purpose of this chapter is to establish a pattern for the use of land based upon the Comprehensive Master Plan for the Borough of Ho-Ho-Kus. In their interpretation and application, the provisions of this chapter shall be held to be minimum requirements adopted for the promotion of the public health, safety, morals and general welfare. Among other purposes, such provisions are intended to secure safety from fire, flood, panic and other natural and man-made disasters; to provide adequate light, air and open space; to ensure that development does not conflict with the development and general welfare of neighboring municipalities; to avoid undue concentrations of population by regulation and limiting of use of land and the height and bulk of buildings wherever erected; to promote a desirable visual environment through reasonable civic design and arrangements; to promote the conservation of open space and valuable natural resources and to prevent urban sprawl and degradation of the environment through improper or unreasonable use of land; to regulate and restrict the location, construction and use of buildings, structures and the use of land; to regulate and determine the area and dimensions of yards and other open spaces for buildings hereafter erected; and to divide the Borough into districts, with a view to conserving the value of property and encouraging the most appropriate use of land throughout the Borough of Ho-Ho-Kus. This chapter establishes a Comprehensive Zoning Plan and Map for the Borough of Ho-Ho-Kus and implements the Land Use Element of the Ho-Ho-Kus Master Plan, repealing Chapter 86, Zoning, of the Code of the Borough of Ho-Ho-Kus, as amended and supplemented.
