Exterior lighting that provides the basic needs of safety and security shall be required in the village. Appropriate lighting shall be installed in order to delineate roads, drives, parking areas, pedestrian ways, buildings and other organizational points. Exterior lighting shall be an integral part of the overall architectural design; therefore, purpose lighting, whether freestanding or building mounted, shall complement the architectural character of the principal use. Lighting design shall correlate energy conservation with aesthetic, architectural, and safety factors.

The lighting requirements in this section shall apply in the village; however, lights installed on village-owned property is exempt from the following regulations:

Exterior yard lighting. Any lighting used to illuminate off-street parking areas, exterior loading areas, outside service areas or other exterior yards or grounds shall be shaded, diffused, or arranged to reflect light away from adjacent parcels and public streets. Exterior yard lights may be used in either a single or twin format. Fixtures of 27,000 lumen, high pressure sodium or metal halide, spaced approximately 100 to 120 feet on center, consisting of sharp, cutoff-type luminaries are typical characteristics of permitted parking lot and yard lighting.

Walkway lighting. Walkway lighting shall be of the same family as specified in subsection (1) of this section with a height of ten to 14 feet above grade. Lights of 150 to 175 watt, color corrected mercury vapor fixtures are typical characteristics of permitted walkway lighting. Bollard lighting may be used as low level walkway illumination on private property.

Building lighting. Building lighting shall be incorporated as part of the overall design concept using recessed lighting in overhangs and at entrances where practical. Well-designed soft lighting of the building exterior is permitted, provided that it complements the building architecture and does not have a negative impact on surrounding properties.

(4)

Prohibited fixtures. The use of tall, freeway-style light fixtures are prohibited, except where installed for the good of the public in a public right-of-way or public domain under the direction and approval of a public official.
