Size. Each parking space shall have a minimum area of 180 square feet, a minimum width of nine feet, and a minimum depth of 18 feet.

Access. Parking facilities for more than four spaces shall be designed so that each vehicle may proceed to and from the parking space without requiring the moving of any other vehicle.

Surface. Parking facilities shall be designed to prevent dust, erosion, and excessive water flow across streets or adjoining property. Parking facilities shall be graded for proper drainage and shall be improved with a durable and dustless surface, such as concrete or bituminous concrete surface, unless an alternative material and/or design as part of a readily accepted stormwater BMP, in accordance with the most-recent version of the Lancaster Township Subdivision, Land Development and Stormwater Management Ordinance, as amended.

Location. All parking spaces shall be provided on the premises; except that, after Zoning Hearing Board approval, all or part of the required number of spaces may be provided on a separate lot or lots within 500 feet of the premises as a special exception.

Computation of spaces. When determination of the number of required parking spaces results in a requirement of a fractional space greater than or equal to 1/2, the fraction shall be interpreted as one parking space.

Dwelling and conversion of existing building to multifamily dwellings, and other dwellings: two spaces for each dwelling unit.

Visitor accommodation: 1 1/2 spaces for each unit.

Boardinghouse: one space for each sleeping room or guest room.

Stadium, private club, funeral home, theater, auditorium, recreational facilities, and similar place of public assembly: except as otherwise provided below, one space for each four seats.

Restaurant or tavern: one space for each four seats of planned capacity, plus one space for each two employees on duty.

Medical clinic and medical office: four spaces for each licensed medical professional engaged in practice at the clinic, plus one space for each employee on duty at any one time.

Nursing home, retirement home, personal care home, rehabilitation center: one space for each five beds, plus one space for each two employees; where individual dwelling units are provided in the form of a multifamily or other type of unit, two spaces for each unit is required.

Hospital: two spaces for each patient bed, plus 1 1/2 spaces for each employee and staff person on duty during the largest working shift.

Office establishment: one space for each 300 square feet of gross floor area.

Industrial establishment: 1 1/2 spaces for each two employees in the largest working shift. Additionally, one space for each 200 square feet of gross office floor area or four spaces, whichever is greater, shall be provided.

Place of assembly for worship/education:

University, college, and other adult education institution: one space per each five students based on design capacity, plus one space per employee, plus one space per every 30 seats for auditorium, gymnasium, or multipurpose room, plus one space per four occupants in a dormitory.

Game room: one space to accommodate each vehicle of all employees on the premises at any given time, plus the greater of one space for every 200 square feet of floor space (other than warehouse or storage) area or one space for every two machines in operation on the premises.

Nonprofit public facility: one space per four persons of planned capacity.

Group home: two spaces per dwelling unit, plus space for each four occupants/residents.

Accessory dwelling unit: one space per accessory dwelling unit, in addition to the parking required for the principal single-family detached dwelling use.

Group day-care home: one space per nonresident employee, plus one safe passenger loading area per six persons receiving care, or any fraction thereof.

Convenience store: one space for each 100 square feet of net retail floor area, plus one space for each employee based on the maximum number of employees to be on the premises at one time, plus one space per gasoline pump.

Communications tower: two spaces per site if fully automated; if not automated, one space for each employee based on the number of employees on the largest shift; but in no case shall there be less than two spaces required.

Neighborhood shopping center and community shopping center:

Residential uses other than those specifically required in this section: two spaces for each dwelling unit.

Commercial establishment other than those specifically mentioned in this section: one space for each 200 square feet of net retail floor area, plus one space for each employee based on the maximum number of employees to be on the premises at one time.

Forestry/agriculture/horticulture other than those specifically required in this section: one space for each employee based on the maximum number of employees to be on the premises at one time.

Correctional facilities: one space for every 15 beds plus one space for each employee or contractor based on the maximum number of employees or contractors to be on the premises at one time.

Short-term rental units: one off-street parking space for each bedroom.

All other uses other than those specifically required in this section: for other uses which do not fit into one of the categories herein in this section, a determination of the required number of parking spaces shall be made by the Zoning Hearing Board. It is the intent of these regulations that adequate parking facilities be provided for each use.

Adequate loading facilities shall be provided on the same premises with every building or part thereof hereafter erected or occupied for any use which involves the receipt or distribution of materials or merchandise by motor vehicle. This facility shall be so placed and arranged as not to interfere with the free movement of vehicles and pedestrians over a public road. In all zoning districts, except for industrial zoning districts, loading facilities shall not be provided in the front yard. The Zoning Hearing Board may grant a special exception where hardship would result when an existing use is expanded and the loading requirements of this chapter would otherwise have to be met.

Loading facilities shall be designed to prevent dust, erosion, and excessive water flow across streets or adjoining property. Loading facilities shall be graded for proper drainage and shall be improved with a durable and dustless surface, such as concrete or bituminous concrete surface, unless an alternative material and/or design as part of a readily accepted stormwater BMP, in accordance with the most-recent version of the Lancaster Township Subdivision, Land Development and Stormwater Management Ordinance, as amended.

Automotive vehicles are not allowed to be parked in the front yards except in driveways, access drives, or similarly improved areas. Automotive vehicles or trailers of any kind or type without current license plates or current inspection stickers shall not be parked or stored on any property within a residential zoning district, other than in completely enclosed buildings.

All campers, boats, trailers, travel trailers, motor homes and other types of recreational vehicles are permitted on the property, provided they are parked or stored in accordance with one or more of the following criteria:

Residential zoning districts. In residential zoning districts, a parking compound with more than four spaces and all loading facilities shall not be permitted closer than 10 feet to any lot line.

Commercial and other zoning districts. In commercial zoning districts and other zoning districts (except for industrial zoning districts), no parking compound or loading facility shall be permitted closer than 10 feet to any lot line.

Industrial zoning districts. In industrial zoning districts, no parking compound or loading facility shall be permitted closer than 10 feet to any lot line or 40 feet to any street right-of-way line.
