All appeals from all land use decisions rendered pursuant to this chapter shall be taken to the Butler County Court of Common Pleas and shall be filed within 30 days after the entry of the decision or, in the case of a deemed decision, within 30 days after the date upon which notice of the deemed decision is given.

The filing of an appeal in court shall not stay the action appealed from, but the appellants may petition the court for a stay.
