Unless the plans and specifications thereof shall have been examined and approved as to type, structure, design, safety and exterior appearance and unless the plans and provisions for the parking, storage or garaging of the occupants' automobiles shall have been examined and approved as to adequacy, safety and freedom from fire hazard and unless the plans and specifications, generally, shall have been examined and approved as to compliance with the provisions of this chapter and of Chapter
70. Building Construction and Fire Prevention, and standard practice, by an architect or engineer appointed for the purpose by the Board of Trustees.
