Circulation, Driveways, Parking, Loading and Unloading
§ 400-44 Driveway design standards.

A.
Opening and drive width. Driveways shall be designed to adequately accommodate the volume and character of anticipated vehicles. The following criteria shall be utilized in determining the width of opening, and internal width of the driveway.

B.
Minimum sight distances. Any driveway providing access to a public or private street shall be designed, graded and located so as to afford safe and adequate sight distances in both directions.
C.
Minimum distance between driveways serving nonresidential uses. A minimum distance of 50 feet, measured along the road right-of-way, shall separate any two driveways. Not more than two driveways are recommended for any single site of 300 feet or less frontage.
D.
Minimum distance to property line or intersecting street. Driveways for other than one- and two-family homes shall not be located closer than five feet to a side or rear property line or 50 feet to the closest right-of-way line of an intersecting street.
E.
Maximum grades. Commercial, industrial, and service station driveways shall not have a grade in excess of 10% over the entire length and not more than 5% for the first 25 feet from the street right-of-way line unless otherwise approved by the Board. The driveway shall not be located where visibility is limited because of curves, topography or other features.
F.
Driveway clearance. Any vertical curve on a driveway connecting a street with a parking lot or area shall be designed to prevent contact of the vehicular undercarriage with the pavement.
G.
Prohibited access in residential zones. No driveway shall be located in any residential zone to provide access to uses other than those permitted in such residential zone.
§ 400-45 Acceleration and deceleration lanes.
The Board in its discretion may require roadway widening or other street improvements for site plans and major subdivisions, including acceleration and deceleration lanes, to assure safe ingress and egress, where minimum sight distances cannot be obtained. Such improvements shall be designed and constructed in accordance with generally accepted engineering practice.
§ 400-46 Off-street parking.

In all zones off-street parking shall be provided for all uses in accordance with the following schedule:

Off-street parking requirements for a combination of uses shall be computed separately and then added together to compute the total number of required parking spaces. In all questionable or doubtful cases, or for uses not enumerated, the Planning Board shall determine the required number of spaces, utilizing as a guide the requirements for the uses which are specifically enumerated in this subsection. |
B.
Parking in residential zones. Only currently registered, operational, light vehicles and light commercial vehicles may be parked on any property in a residential zone, except that the following are also permitted, and provided further that these regulations shall not apply to farm vehicles used on an operating farm:

Items of recreation equipment belonging to the occupant, if garaged. In lieu of being garaged, recreation equipment may be kept on the premises in a manner approved by the Zoning Officer in accordance with the following standards:

Vehicles other than light vehicles used by an occupant in connection with a conditional use, if garaged.
(4)
Vehicles providing a pickup or delivery at the property.
C.
Location of parking.
(1)
All off-street parking and loading areas in nonresidential zones, except for parking which is accessory to one-family dwellings, shall meet the location requirements prescribed in the following schedule:

Off-street parking facilities accessory to any use permitted in a residential zone shall be provided on the same lot with the permitted principal building.
(3)
Off-street parking facilities as required by this section in nonresidential zones shall be provided on the same lot as the principal building or use or on other property or properties owned by the applicant in the same or other nonresidential zone, provided all such property so used is within 300 feet, measured in a straight line, from any entranceway to the principal building or use.
D.
Size of parking spaces. Each off-street parking space shall have a usable area of not less than 180 square feet, exclusive of access drives or aisles, and shall measure not less than nine feet in width. Parking spaces that are less than 10 feet in width shall be separated by double painted lines. Head-on parking spaces that are not separated by an island, and spaces located perpendicular to and directly abutting a wall or building, shall be a minimum of 20 feet in length, with wheel bumpers provided. End-to-end parking spaces shall measure eight feet in width and 23 feet in length. Not more than two feet of any stall length may be provided in an overhang area, provided that curbing or wheel bumpers are supplied. If the overhang area is adjacent to a sidewalk, the sidewalk shall be separated from the parking space by a two-foot strip of stone, grass or other cover material.
E.
Size of aisles. The width of all aisles providing direct access to individual parking stalls shall be in accordance with the requirements set forth below. Only one-way traffic shall be permitted in aisles serving parking spaces placed at an angle other than 90°.

G.
All off-street parking areas shall be used solely for the parking of passenger automobiles, and no commercial repair work or service of any kind shall be conducted on such parking area. Parked vehicles shall not overhang or extend over sidewalk areas, unless an additional sidewalk width of 2 1/2 feet is provided to accommodate such overhang.
H.
Landscaping, paving and drainage for nonresidential parking areas.

Parking areas shall be suitably landscaped to minimize noise, glare and other nuisance characteristics as well as to enhance the aesthetics, environment and ecology of the site and surrounding area.
(2)
Off-street parking areas shall be effectively screened where required by the Board by a berm, fence or wall not less than four feet nor more than six feet in height, maintained in good condition; provided, however, that a screening hedge or other natural landscaping may be substituted for the required fence or wall if approved by the Board. The fence or wall as required by this section may be waived by the Board if, in its judgment, because of topographic or other unusual conditions, the fence is not necessary to protect adjoining property.
(3)
Parking areas, loading areas and driveways, except for those serving one-family residences, shall be paved and curbed except as otherwise approved by the Planning Board.

Each off-street parking area shall have a minimum area equivalent to one parking space per every 15 spaces landscaped with at least one shade tree and shrubs. Such landscaped areas shall break continuous rows of parking and the view of parked cars.
(5)
Head-to-head rows of parking shall be separated by an island at least six feet in width, landscaped with one shade tree per 40 feet of island length and stone, grass or other cover material.
I.
Lighting in parking areas. All parking areas in nonresidential zones shall be lighted to provide a minimum of a total average illumination of 1 1/2 footcandles throughout the parking area. Such lighting shall be shielded and shall not be a hazard or nuisance to adjoining properties or the traveling public. Light fixtures shall not be higher than 16 feet above grade. The Board, as part of site plan approval, may fix the hours of operation of any lights.
J.
Markings and access. Parking spaces, driveways and aisles shall be clearly marked with directional signs and double space markings. The Board may require certain areas be maintained for fire-fighting or other emergency purposes, and these areas shall be appropriately designated.
K.
Waiver of parking requirements. If any applicant can clearly demonstrate to the Board or if the Board determines that, because of the nature of the operation or use, the parking requirements of this section are unnecessary or excessive, the Board shall have the power to approve a site plan showing such requirements waived, where a reduction in the number of parking spaces is requested, a landscaped area of sufficient size to meet the ordinance requirement shall be set aside and reserved for the purposes of meeting future off-street parking requirements in the event that a change of use or operation of the premises shall make such additional off-street parking spaces necessary.
§ 400-47 Nonresidential off-street loading and unloading.

A.
In any zone, in connection with every building, or building group or part thereof hereafter erected which is to be occupied by public, semipublic, office, laboratory, or commercial uses, there shall be provided and maintained on the same lot with such building, in addition to any required vehicular parking, at least one off-street loading and unloading space. For each industrial or warehouse use, there shall be provided at least one such space for each 50,000 square feet of net floor area, unless waived by the Board because of the nature of the proposed use.
B.
Where the prevailing means of loading or unloading is by tractor-trailer, each such space shall be not less than 12 feet in width, 50 feet in length and 14 feet in height, and shall not occupy any part of any required front yard.
C.
Loading and unloading areas may be used only for the parking of trucks and/or trailers used solely to service the facility where located.
D.
A sign stating that all truck engines shall be turned off upon parking shall be predominantly posted in all loading and unloading areas.
E.
Circulation aisles. Where loading or unloading of tractor-trailer-type vehicles is anticipated, there shall be provided a clearly defined access route to and from any loading area which provides sufficient aisle width and other geometry that such large vehicles can traverse the route without backing up or encroaching on any parking or landscaped areas.
