In the interpretation and application of this chapter, the provisions contained herein shall be held to be minimum requirements, adopted for the promotion of public health, safety, morals, and general welfare.

Any existing ordinance or part thereof which conflicts with the whole or any part of this chapter is hereby repealed.

In the case of any conflict between this chapter or part thereof, and the whole or part of any existing or future private covenants or deeds, the most restrictive shall apply.
