The commission shall have the following powers and duties:

(1)

Consider applications and forward a recommendation as necessary to city council for the development, platting, and use of land;

(2)

Consider requests and forward a recommendation as necessary to city council for the adoption, amendment, or repeal of ordinances and policies relative to the development, platting and use of land;

(3)

Consider or develop and forward a recommendation as necessary to city council for plans, planning studies, or general development or planning policies of the city; and

(4)

Consider or develop and forward a recommendation as necessary for a variance relating to a development application.
