The comprehensive plan of public improvements looking to the present and future development of the City which has been presented by the Plan Commission be, and the same is now adopted by the City Council, and said plan shall now be known as the official plan of Lincoln, Illinois.

It shall require an ordinance or ordinances of the City to implement the various recommendations contained in said plan. Until such ordinance or ordinances are enacted, said plan shall remain as a recommendation and shall not be self-operating. To the extent that an ordinance or ordinances are hereinafter enacted concerning the matters suggested in the plan, upon the enactment of such ordinance or ordinances, to that extent, the plan shall then become operative.
