Parking Regulations

§ 243-49 General parking regulations.

A. 
Off-street parking required. Off-street parking spaces, open air or indoor, shall be provided with all new construction or the creation of new uses, as specified in this chapter, on the same lot as the use which they are intended to serve and shall be furnished with necessary passageways and driveways. All such space shall be deemed to be required space on the lot on which the use it serves is situated and shall not be encroached upon or reduced in any manner. All parking areas, passageways and drives shall be in accordance with all provisions of this and other applicable chapters, clearly marked for car spaces, except when provided in connection with one-family dwelling units, and shall be adequately drained and subject to the approval of the Township Engineer. The provision of off-street parking, in accordance with the standards of this section, shall accompany any rebuilding, reconstruction, alteration or remodeling of any building or premises.
B. 
Separate from streets. Off-street parking shall be separate and distinct from streets and other traveled rights-of-way.
C. 
Collective provision. The collective provision of off-street parking areas by two or more buildings or uses located on adjacent lots is permitted, provided that the total of such facilities shall not be less than the sum required of the various buildings or uses computed separately.
D. 
Location. Parking areas may be located in any side or rear yard area, except that parking areas, including driveways, may not extend into any required buffer strip. Parking areas may be located in any required minimum front yard area in the HB Zone, provided that said parking area is located not closer than 25 feet to the street line, except that driveways leading to parking areas may extend through the required minimum front yard. When the principal building is set back farther from the street than the required minimum front yard, the parking area may be located within the front yard between the required minimum front yard and said building.
E. 
Size of parking space, aisles and roadways.
(1) 
A parking space for one passenger automobile shall accommodate an inscribed rectangle having a minimum length of 18 feet and a minimum width of nine feet, with the exception that parking lots where shopping carts will be utilized shall have a stall width of 10 feet. Aisles for access to parking spaces shall be in accordance with the following:

(2) 
Driveways serving aisles and parking lots shall be a minimum of 25 feet wide.
(3) 
Handicapped parking shall be provided as required in N.J.A.C. 5:23-7, Barrier-Free Subcode.
F. 
Rental space. In any residential zone, a private garage or parking area may be utilized only as an accessory to the main use, except that one parking space in a private garage accessory to a dwelling may be rented to a person who is not a resident of the main building.
G. 
Site plan. The establishment of any off-street parking area having a capacity of four or more automobiles shall be subject to the requirements of this chapter and provisions of the Streets and Sidewalks Ordinance,[1] whether or not the use to which the parking may be accessory would otherwise require site plan review, except that on a farm, parking area for farm vehicles shall be permitted without regard to said requirements.
(1) 
A site plan shall be filed showing off-street parking facilities required in connection with the use or uses for which application is being made. Surfacing, landscaping, the location and design of entrances and exits and the marking and lighting of parking areas shall be in accordance with the standards of this chapter and shall be subject to the approval of the Board to ensure adequate relation to traffic safety and protection of adjacent areas.
(2) 
Off-street parking areas which provide parking for 10 or more vehicles shall be provided with shade trees of a type approved by the Board. The shade trees shall be located in curbed islands within the parking lot area, in quantity equal to one shade tree for every 10 parking spaces, according to an approved landscape plan. Proposed landscaping shall consist of native plants to the maximum extent feasible. At a minimum, 80% of all proposed trees, shrubs, grasses and other ground covers shall be native varieties.

(3) 
Not more than two curb openings on any one lot frontage of 1,500 feet or less shall be permitted, except that for a lot frontage over 1,500 feet, one additional opening shall be allowed for each additional 750 feet or less.
(4) 
In lieu of solid raised curbs along the perimeter of islands required herein, the developer may substitute with flush curbs and wheel stops or raised curbs with curb cuts or bollards to allow for stormwater runoff from the parking area to discharge into vegetated islands as sheet flow.

(5) 
Open space shall be provided within the parking fields. The minimum area of open space — in square feet — shall be calculated by multiplying the total number of parking spaces by 100. The required open space shall be distributed within the boundaries of the parking field in landscaped areas that separate parking bays; islands that separate parking stalls from access drives; and islands used to separate parking rows.

H. 
Waiver of improvement. Where it is documented to the satisfaction of the Board that any of the parking requirements herein would result in unneeded parking, the requirement for paved parking area may be reduced. Sufficient area shall be reserved and graded and drained, however, to meet these requirements in full, and the Board may require partial or complete enlargement up to these standards as conditions indicate such enlargement is warranted, and upon failure to comply with the request of the Board within 120 days, the certificate of occupancy shall be revoked.

§ 243-50 Off-street parking.

All uses permitted by this chapter shall provide, as a minimum, the number of off-street parking spaces specified in this section. When computation of the number of required parking spaces based upon this schedule results in a fraction, such fraction shall be resolved to the next highest whole number. Where more than one use is involved, the total requirement shall be the sum of the requirements of the component uses computed separately.

Uses related or similar to one of the above uses shall provide adequate off-street parking in accordance with the above standards. For any uses not listed, there shall be a minimum off-street parking requirement as listed in Code C above.
D. 
This listing of uses in Subsection B shall not be construed as permission for such a use unless expressly permitted by this chapter.

§ 243-51 Off-street loading berths.

A. 
Off-street loading berths for the pickup and discharge of merchandise, goods, supplies and the like shall be provided in conjunction with any structure or usable space having an aggregate floor area or other usable space in excess of 6,000 square feet at the rate of one berth for each 30,000 square feet, or part thereof, of gross floor area of nonresidential uses.
B. 
For the purposes of this section, an "off-street loading berth" shall be held to be at least 55 feet long, 12 feet wide and 14 feet high, not including driveways or entrances and exits, maneuvering areas or loading platforms.
C. 
Off-street loading berths may be enclosed within the building which they serve.
D. 
Off-street loading berths shall be subject to the requirements of access, entrances and exits and screening set forth for off-street parking.
