ARTICLE XVI

LC Limited Commercial District

§ 250-112 Declaration of legislative intent.

In expansion of the legislative intent contained in § 250-3 of this chapter and the community development objectives contained in § 250-5 of this chapter, it is declared to the specific intent of this article to provide appropriate locations for day-care centers, bed-and-breakfast-style temporary guest facilities, retail businesses, appliance repair and, as a conditional use, car washes, in addition to those uses which are permitted in the LCO District set forth in Article XV of this chapter. This LC District is intended to serve as a transition between the existing LCO and Gateway Interchange Districts.

§ 250-113 Use regulations.

A building may be erected, altered or used and a lot or premises may be used for any of the following purposes and no other:
A. 
Day-care center and/or preschool.
B. 
Bed-and-breakfast temporary guest facility.
C. 
Retail business.
D. 
Appliance repair business.
E. 
Any use permitted in the LCO District.

§ 250-114 Conditional uses.

The following are permitted as a conditional use:
A. 
Car wash, provided the following standards are met.
(1) 
Minimum lot area: 40,000 square feet.
(2) 
Minimum lot width: 150 feet.
(3) 
Minimum front yard: 40 feet.
(4) 
Minimum side yard: 20 feet.
(5) 
Maximum building height not to exceed 35 feet.
(6) 
Maximum building coverage: 25 feet.
(7) 
Maximum impervious coverage: 50%.
(8) 
Car wash that is automatic or self-serve will be required to submit a traffic study, which will indicate the probable impact of the use on streets in the surrounding area and demonstrate that sufficient area will be provided on the tract to prevent the backup of vehicles on the street.
(9) 
Each automatic car wash bay shall provide stacking space 200 feet in length for cars waiting to be washed and 80 feet in length for cars exiting the car wash bay.
(10) 
Each self-service car wash bay shall provide for stacking space of 40 feet in length for cars entering or exiting these bays.
(11) 
Each car wash shall take preventative measures to reduce excess water runoff onto adjacent street(s) to avert any hazardous driving condition in and around the facility.
(12) 
All car-washing equipment shall be contained within the confinement of the building.
(13) 
Car wash facilities that will be using public or private water sources must recycle at a minimum 75% of their water intake monthly.
(14) 
All vehicular access to the car wash facility shall be either from a collector or feeder street.
(15) 
Landscaping shall be provided as described in §§ 215-49 to 215-58, Landscape Regulations, of the Township's Subdivision and Land Development Ordinance. The landscaping areas shall extend toward the interior of the lot for a minimum distance of 15 feet from the property line. Additionally, landscaping between the ultimate right-of-way and the curbline or edge of the roadway shoulder shall be encouraged. In all instances, landscaping shall be so installed that clear sight triangles are provided.
(16) 
All self-service vacuum machines shall be located within 30 feet of the perimeter of the building in order to reduce noise from interfering with adjacent property owners.
B. 
All uses permitted as conditional uses in the LCO District that meet the standards for conditional uses as set forth within Article XV and all sections referenced therein.

§ 250-115 Dimensional standards.

All permitted and conditional uses in the LC District shall meet the dimensional criteria set forth in the LCO District, provided that any dimensional criteria set forth for car washes in § 250-114 above that is more restrictive than the dimensional criteria set forth in the LCO District shall control.

§ 250-116 Maximum building regulations.

The regulations established in the LCO District, § 250-101, shall apply.

§ 250-117 Access regulations.

The regulations established in the LCO District, § 250-103, shall apply.

§ 250-118 Parking and internal circulation.

The regulations established in the LCO District, § 250-104, shall apply, except as to car washes.

§ 250-119 Landscaping.

All properties developed after the enactment of this chapter shall meet the regulations established in the LCO District, §§ 250-105 and 250-106, except car washes.

§ 250-120 Refuse areas.

The regulations established in the LCO District, § 250-107, shall apply.

§ 250-121 Outdoor display and storage.

The regulations established in the LCO District, § 250-108, shall apply.

§ 250-122 Integrated developments.

The regulations established in the LCO District, § 250-110, shall apply.

§ 250-123 Conversions.

The regulations established in the LCO District, § 250-111, shall apply.
